In the US there is a large framework contract for cloud computing that can be used on all levels of government. This pools a lot of procurement power. 16 But how? “What would we need to do to pull off something like this in Europe?” One Example: European Cloud Computing Strategic Plan * – Valuable experience – Focus on effectiveness/cost – Similar requirements – Pooling of resources attractive – Public sector – Natural to align with EU targets – role-model for other organisations – etc. *Inter-governmental research organisations (EIROforum) defining common requirements and procuring together, where possible. Aim: Prevent lock-in, prompt suitable supply in Europe.
