● Relies on import for most of its energy resources.  ⇒Import natural resources, produce and export cars, electric appliances and steel products to global market ● 99 % of Japan trade is done by maritime transportation.  ⇒ Japanese Energy self-sufficiency is 4% and imports 99.6% of oil, 96.4% of natural gas, almost all of Coal  ⇒ Japan is maritime state therefore securing sea lane is vital for its survival. History of Somali Pirates ●Before1991=Attack Somali fishermen within Somali Territorial water(Armed robbery at sea) ●After 1991=Collapse of Dictatorship Conflict(internal war) among 4 tribes. ⇒ Public security is at respective tribal militia’s discretion. ⇒ Maximize the profit of own tribe is the goal. ●Try to stop illegal fishing by foreign vessels. ⇒ Become aggressive toward foreign vessels. ⇒ Evolved to pirates outside of Somali territorial waters for huge profit profit. Derived from tribe’s policing activity  = part of their economic activity

20 Why JMSDF officer leads CTF151
In December 2013, Vice Admiral Miller, Commander of CMF visited Japanese Prime Minister Shinzo Abe. PM Abe said to Vice Admiral Miller that he is considering sending JMSDF officer to lead CTF151. New response guideline concerning JMSDF’s counter-piracy operation was approved by cabinet in July 2014 and Japan decided to send Commander and staff to CTF151 by May 2015.

CTF151 headquarter (Bahrain) High Risk Area for piracy (Gulf of Aden) (Somali Basin) ○ CTF151’s Area of Operation To Deter and disrupt piracy, CTF151 will do following tasks. ・Information exchange and sharing with other counter-piracy forces. ・Information collection and assessment about counter-piracy operation. ・Area allocation coordination for assets of CTF151 ,CTF465 and CTF508. ・Coordination when piracy incident happens. 24 24
