11 ISPA Round table discussion: The discussion will deal with three topics: 1The impacts of the ongoing WTO negotiations and the liberalisation of agricultural trade. 2The new directive and guidelines for keeping laying hens in the EU and the fact that the EU will become a net egg importing region. 3The impacts of the EU enlargement on egg production and egg processing.

12 ISPA Topics for the round table discussion: Topic 1: The ongoing WTO negotiations will lead to a further liberalisation of the world trade with agricultural products. Discuss the impacts that this will have on the production of eggs and egg processing in the EU. Discuss also how product safety can be guaranteed when trade becomes more liberal.

13 ISPA Topics for the round table discussion: Topic 2: The banning of cages in Germany from 2007 on will make the EU to a net egg importing region, the egg deficit will further increase from 2012 on when the EU directive 1999/74/EC will become effective. Discuss the impacts that this will have on the price development for eggs and egg products in the EU and on the world market. Discuss also which countries will profit from this development.

14 ISPA Topics for the round table discussion: Topic 3: The EU enlargement in 2004 will add another 10 countries to the common market. The laying hen flock will increase by 33 %, egg production by 20 %. Because of the high domestic consumption, exports of eggs and egg products are not yet important. Discuss the perspectives for egg production and egg processing in the new member states. Discuss also the impacts that the new agricultural policy concepts after the midterm review may have on egg production in the EU (15) and the new member states.

16 ISPA Results based on the round table discussion: ________________________________________________ Statement 1: If the ongoing WTO negotiations will result in a further liberalisation of the egg products trade, producers in the EU will hardly be able to compete with producers in the United States, Brazil, and India for whole egg powder. Imports from these countries will increase, given a minimum level of quality. 1agree 2do not agree 3no opinion

17 ISPA Results based on the round table discussion: ________________________________________________ Statement 2: The implementation of EU directive 1999/74/EC will lead to higher production costs in the EU and to a decrease of egg production by 13 %. The EU will become a net egg importing region. India and the Ukraine will be competitive on the EU market from 2012 on. This is a threat to egg producers in the EU, and also to consumers because quality standards can no longer be guaranteed. 1 agree 2 do not agree 3no opinion

19 ISPA Results based on the round table discussion: _____________________________________________ Statement 4: In a recent study, Peter van Horne (LEI) said that the EU egg industry is facing a disastrous future because it has not only to deal with higher costs as a consequence of animal welfare legislation, but also because of the threat of eliminating the protection against imports from non-EU countries by reducing or eliminating tariff protection. 1agree 2not agree 3no opinion
