2  NHS (National Health Service) : is the public health service in Britain that provides medical treatment and is paid for by taxes.  leaflet : A printed sheet of paper, sometimes folded, containing information or advertising and usually distributed free.  family practitioner : A physician who has a general health care practice and no specialization.

3  optician : A person whose job is to examine people's eyes and to recommend and sell glasses.  sort out : classify.  confidential : Intended to be kept secret.  staff : All the workers employed in an organization considered as a group.

4  establish : to discover or prove the facts of a situation.  Charter : A written constitution or description of an organization's functions  practices : A way of doing something that is the usual or expected way in a particular organization or situation.

5  There is new system will be adopted from 1 st April 1996 in order to provide a new way for people to complain about NHS treatment or services. The new procedure will work in the same way whatever part of NHS you want to complain about.

6  What kind of complaints did you have ? ( your own experiences. )  Before knowing the system to complaint, who do you turn to help ? Or whom do you complaint to ?

7 Paragraph1 :  From 1 st April 1996 there will be a new system to use if you want to complain about the services or treatment you get from NHS. You can select different options which the system offered if you want to complain.

8  Local resolution : tell someone involved in your care the cause of your complaint.  Phone to the NHS complaints managers : tell someone who is not involved in your case.  Phone to the local health authority complaints manager : if your complaint is about a family practitioner.

9 Paragraph2 :  Whoever you ask to look into your complaint, will deal with the case efficiently. Sometimes they need to involve other staff to help, but they will ensure any information about you is kept confidential.

10 Paragraph3 :  According to Patient’s Charter, you have the right to have a full and prompt reply. NHS will be kept informed you of progress if NHS cannot reply within 4 weeks.

11  Throughout this document we refer to: RIGHTS - which all patients will receive all the time; and EXPECTATIONS - these are standards of service which the NHS is aiming to achieve. Exceptional circumstances may sometimes prevent these standards being met.  It is helping the NHS to listen to and act on people’s views and needs; set clear standards of service; provide services which meet those standards.

12 After seeing the concept mentioned in the Patient’s Charter.  What kind of rights do all patients have ?  Do doctors have any rights ?

13 Paragraph4 :  Local family health service practitioners have their own complaints procedures. You can get details of how to complain from staff in these practices, and they will respond your complaint within 10 working days.

14 Paragraph5 :  Who can complain ? Anyone who is receiving, or has received, NHS treatment or services. If you cannot complain yourself, people who share a tight bond can complain for you.

15 Paragraph6 :  NHS will only investigate complaints that are either : made within 6 months of the event ; or made within 6 months of you realising that you have something to complain about as long as that is not more than 12 months.

16 Paragraph7 :  These time limits can be waived if there are good reasons why you could not complain sooner.

17  What kind of reason is good enough to remove the time limit ?

18  Is this system good enough ? Or just increasing doctors’ burden.  Do we really need to have this system ? Or it is just wasting social resources.

20  dupe : Deceive; trick.  glamorisation : the act of making something or someone more beautiful (often in a superficial way).  dubious : Not to be relied upon; suspect.  deceptive : likely to make you believe something that is not true.  march : to walk through the streets in a large group in order to protest about something.

21  unveil : to show or introduce a new plan, product.  strident : aggressive.  outlaw : to make something no longer legal.  cite : to mention something as a reason or an example.  scantily : almost not.  draw : to attract or interest somebody.

22  venue : a place where people meet for an organized event.  curtail : to limit something or make it last for a shorter time.  draw up : to draft.

23 Before reading the article.  What is your first impression about tobacco ?  Would you like to give it a try to smoke ?

24  WHO spared no effort to make tobacco and smoking away from our life because they do harm to our health. Through the efforts of advocacy and actions we can see some results : The Thai model.

25 Paragraph1~3 :  WHO attacked tobacco companies because their marketing practices are targeting young people in Asia. A campaign hold on World No Tobacco day was aimed to criticize the promoting of tobacco.

26 Paragraph4~5 :  There were many people who advocated the campaign, certain activities were done to emphasize the lethality of smoking.

27 Paragraph6~10 :  Smoking problems is becoming serious. All evident of the impact of tobacco demands WHO to take a more strident approach.

28 Paragraph11~15 :  WHO officials have accused the industry of using strategies outlawed. Many of promoting methods are unethical.

29  Think up several ways to promote the selling cigarettes.  Are these ways all ethical ?

30  Scantily-dressed women.  Deliberately placing advertisements near the school.  Selling cigarettes with more than twice the maximum amount in developed countries.

31 Paragraph16~20 :  A number of Asian countries were beginning to act on the problem, and Thai is a execellent model for other countries to follow.

32  Do you think that WHO is overreacting ? Tobacco and smoking problems are not so serious, just take them easily. Give your opinion.  What kind of bad habits do you think that we should not keep ?( ex:smoking )

33  Are you smoking cigarettes ?or are sigarettes smoking your life ?

34  Do you like if there are someone else smokink besides you ?
