1 Federal High Performance and Sustainable Buildings, the MOU and DOE Briefing May 1, 2006 Anne Crawley DOE Energy Efficiency and Renewable Energy Federal Energy Management Program

2 Definition of Sustainability Sustainability and Green have many definitions. For our purposes we use the 2003 White House Report on Federal Green Building which defined green or sustainable building, as the practice of: –increasing the efficiency with which buildings and their sites use energy, water, and materials, –reducing building impacts on human health and the environment, and, –improving the complete building cycle: siting, design, construction, operation, maintenance, and removal.

3 Why has FEMP focused on Sustainability? FEMP has led federal sustainable activities for over a decade because energy efficiency is an important part of sustainability based on resource and emissions issues, and it saves money. Example FEMP activities –Greening the White House (1993) –Greening of the Pentagon (1994) –Greening DOE HQ (1996) –Interagency Sustainability Working Group (2002) –The Business Case for Sustainable Design in Federal Facilities (2003) –Interagency Memorandum of Understanding on Federal Leadership in High Performance and Sustainable Buildings (2006)

4 What is the MOU? The purpose of the Federal Leadership in High Performance and Sustainable Buildings MOU is for Federal agencies to commit to common strategies for planning, designing, building and operating High Performance and Sustainable Buildings. The MOU was signed by more than 17 agencies including DOD, GSA, DOE, VA, and EPA. All of signatories account for about 90% of Federally owned buildings

5 MOU Goals and Guiding Principles Goals –Reduce ownership cost of facilities –Improve energy efficiency & water conservation –Provide safe, healthy and productive built environments –Promote sustainable environmental stewardship Guiding Principles –Employ integrated design principles – Optimize energy performance – Protect and conserve water – Enhance indoor environmental quality – Reduce environmental impact of materials

6 Why is the MOU Important ? Sustainability efforts now could save the Federal government 15.9 trillion BTUs annually within the next 10 years. - The Federal government spends more than $20B spend annually on new or substantially renovated facilities -20% of federal buildings will be new construction in the next 10 years -New construction can account for 1/4 of the total energy reduction needed to meet Energy Policy Act (EPact05) energy goals by 2015 -EPAct05, EO 13123, and OMB A-11 call for sustainable design principles

7 DOE’s Role in the MOU’s Development DOE’s role has been to coordinate the MOU and its implementation documents using the Interagency Sustainable Working Group (ISWG) and working with the Office of the Federal Environmental Executive (OFEE) –FEMP sponsors and chairs the ISWG. The group is composed of all the major Federal agencies. –The ISWG identified the need for the MOU. FEMP, with the support of OFEE, initiated and supported the development of the MOU over the past two years.

8 What is the Implementation Guide? The Guide offers more detailed technical guidance on the Guiding Principles – the how to information - : The Guide contents will include : –Integrated Design –Commissioning –Energy Efficiency –Measurement & Verification –Ventilation & Thermal Comfort –Moisture Control –Low-Emitting Materials –Recycled Content –Biobased Content –Construction Waste

9 Why do we need this Guide? The technical guidance will assist federal agencies in meeting the goals set forth in the MOU Guiding Principles. Specifically, the technical guidance will be a compilation of resources that offer practical advice for designing, operating, commissioning, and monitoring sustainable new buildings and major renovations in the federal sector. This guidance will also further clarify MOU commitments and provide updates, as necessary.

10 DOE’s Role in Implementation DOE has several roles, including –As a leader on the MOU, collecting and sharing information as the MOU gets implemented by the agencies. DOE will ensure the Technical Guide is supported and developed by the members of the ISWG –As an agency user of the MOU, working to implement MOU in DOE buildings –The Technical Guidance will reside on the federally- sponsored Whole Building Design Guide www.wbgd.org/sustainablemou
