Sustainability Is… Recycling Waste Prevention Integrated Pest Management Green Cleaning Indoor Air Quality Green Procurement/Purchasing Building Operations Commuting. Conserve & Optimize Energy Performance Protect and Conserve Water Enhance Indoor Environmental Quality Reduce Environmental Impact of Materials High Performance Bldgs
So what is un-sustainable? Continued degradation of the environment and natural resources Increased use of energy, water, land, waste and air pollution
Why Sustainability? Executive Orders and Laws GSA’s Strategic Sustainability Performance Plan (SSPP) Good Business Sense
SSPP… Exceed the requirements of all environmental and energy statutes, regulations, and Executive Orders GSA’s Sustainability Goals requires changes in the behavior of customers - both internal and external. GSA will introduce new education and awareness initiatives to tenants, GSA contractors, and GSA employees.
SSPP… GSA will… Eliminate its impact on natural environment Use its government-wide influence to reduce the environmental impact of Federal Government Minimize and offset its consumption of energy, water, and other resources Eliminate all waste and pollution in all GSA operations and activities 6
SSPP… Reduce: Petroleum usage in fleet Energy intensity Water consumption Waste Increase: Reuse (Always 1 st option) Recycling Composting gsa.gov/sustainabilityplan (PDF)
“Federal Leadership in Environmental, Energy, and Economic Performance” Expands sustainability goals of previous laws and Executive Orders EO Oct, 2009
… EO OMB must prepare scorecards providing periodic evaluation of Federal agency performance. The Council on Environmental Quality (CEQ Chair) must ensure that Federal agencies are held accountable for conforming to Executive Requirements.
EO Managing existing building systems to reduce the consumption of energy, water, and materials and resources 18% of GSA’s buildings and leases (above 5,000 gross square feet) meet the Guiding Principles by fiscal year 2015.
Guiding Principles Employ Integrated Assessment, Operating, and Management Principles Optimize Energy Performance Protect and Conserve Water Enhance Indoor Environmental Quality Reduce Environmental Impact of Materials
LEED Leadership in Energy & Environmental Design LEED is a third-party certification program and the nationally accepted benchmark for the design, construction and operation of high performance green buildings and meets Guiding Principles LEED gives building owners and operators the tools they need to have an immediate and measurable impact on their buildings’ performance

Energy Star Portfolio Manager Enables tracking and measurement of GSA buildings for performance Energy Star certification begins with data in EStar Portfolio Manager LEED: minimum 69. GP: 75 Building profile and data critical EPA's system for helping you track and improve energy efficiency across your entire portfolio of buildings.
Green Procurement Meet/exceed EPA’s recycled content recommendations for Comprehensive Procurement Guideline items (CPG).
Green Procurement Recycled Content Non – CPG items: Project materials/products should contain the maximum amount of post-consumer recycled content if available; then the maximum amount of post-industrial recycled content.
19 Green Washing
Biobased Content Products For USDA-designated bio content products. Or, use products made from rapidly renewable resources and/or certified sustainable wood products. For the USDA Biobased product catalog: dCatalog/faces/jsp/catalogLanding.jsp
Furnishings and Wall Coverings
Carpet GSA Carpet requirements must be used Carpet must be manufactured within 500 miles of the building location. (www.carpet-rug.com) Carpet cushion must meet the requirements of the CRI Green Label Testing Program. (www.carpet-rug.com)www.carpet-rug.com
Paints and Coatings Building Sealants, paints and coatings must meet Green Seal’s Standards. In addition, the total VOCs are to be a combination of both the base GS-11 requirements and any additional colorants.
