6 CULP Criteria New FY 10 On 19 March 2009, CG USACC decided that Cultural Understanding and Language Program (CULP) criteria would start to be used in the OML Model for FY 10 selection and branching board Including this criteria will not have a significant affect on a cadets standing on the OML; however, CULP activities will improve cadet’s OMS and OML standing ROTC Battalions need to ensure CULP data is accurately and completely loaded into CCIMS Cadet activities in “Critical” Strategic Languages will be weighted higher than other foreign language activities End of LDAC commissions board will not have CULP criteria in their OMS Although CULP score will be on Leader Assessment Management Sheet (LAMS), CULP will not be included in OMS until after FY09 End of LDAC Board Cadets should be encouraged to complete CULP activities to improve their OMS

7 Critical Strategic Languages
In order to emphasis languages that are critical to the needs of the Army only “Critical” Strategic Languages receive more weight toward CULP score Some languages are strategic but not “critical”, including Spanish, French, Russian, and Portuguese still receive CULP points but not weighted CCIMS to be updated as needed with 3-yr phase-out of Army’s Critical Language List changes Current (FY 08) Critical Languages List: - Arabic - Chinese Mandarin - Persian Dari - Persian Farsi - Hausa - Indonesian - Korean - Pashto Swahili - Urdu FY 09 Critical Languages List is not yet available If DA list changes Critical List (removes) language remains weighted for OMS credit for three years

Cadet with greatest decrease had training/extracurricular score of and CULP score of 0 CULP TRG/Extra Curr Cadet with greatest increase had training/extracurricular score of 4.55 and CULP score of 100 Weighting for CULP comes out of old Training and Extracurricular Score. Maximum negative affect for cadets with no CULP and high TRG/ExtraCur. Maximum positive affect high CULP and small TRG/ExtraCur.

Everyone is included in the National OML. - Educational Delay selectees - Reserve Forces Duty (GRFD contracted and those non-GRFD volunteering for RFD) Moving to the right of the green bar, the 2825 represents the active duty eligible population. It is determined by removing the following individuals from the National OML: This is the active duty eligible population: - Army Nurses (and individuals selected by Medical Service Corps to be in the Allied Medical Specialty fields) - All Cadets/commissionees exceeding allocations for AD must go into the reserves (USAR or ARNG). For the past several years, the number requesting AD has exceeded the number of allocations for active duty. If more Cadets ask for active duty (AD) than the number of AD allocations, the remaining Cadets (determined by OML) will also go Reserve Forces Duty. (represented by the light blue boxes (283). They will be notified so that they can pursue a VHR/LOA. - The number of Cadets selected for AD will not exceed the number of allocations determined by the Army, Deputy Chief of Staff, G-1 - Active duty (AD) is not guaranteed NOTE: The Army Nurses (184) and the Active Duty (2542) make up the total active duty number of 2429. - Cadets from SMCs that request AD and are recommended for AD by their PMS will receive AD Moving to the left of the green bar, the 1327 represents those that have Guarantee Reserve Forces Duty (GRFD) contracts and those non-GRFD that have volunteered for Reserve Forces Duty. The Reserve Component branch and unit requirements are determined by the Chief, Army Reserve and the Director, Army National Guard. Normally those with a VHR/LOA will receive their branch based on that VHR. The Reserve Component Selection and Branching will have a fundamental change for the FY10 Board based on DA G-1 Guidance: The Reserve Duty column also includes those that exceeded the AD allocations and were referred to the reserve components. (represented by the light blue boxes (283). Component for all others (USAR or ARNG) will be determined by OML and cadet preference. No USACC mission (AD, USAR, or ARNG) will be exceeded unless all meet mission. Those that are on a dedicated ARNG GRFD will be selected ARNG For all Cadets selected for reserve duty their component will be determined by the board, based on their type of GRFD scholarship, ranking on the OML, and component/branch preference. Branch determination will be secured within 30 days of Board Results by VHR or LOA in the component awarded by board. 12 Commission Review Board’s Mission
To determine if cadets identified by the CCIMS OML Model as potential Commission Review should be included in the ROTC National Order of Merit List and forwarded to the DA Selection and Branching Board for branching, or be removed from consideration for the OML and they are investigated by the chain of command to determine if they should be retained in the program. Panel Membership consisted of 6 members (5 voting): 1 Brigade Commander – President and voting member (COL) 4 Professors of Military Science (LTC) 1 non-voting Board Recorder (CPT) FY 09 Board was held: Sep 09 Commissioning Review Board will convene for the OML process to review and vote on potential Commission Review files identified during the OML process. If two-thirds or more of the Commission Review Board members vote a file as a Commission Review, then the file is designated as Commission Review. Once determined to be Commission Review, the file, it is not rank ordered in the National OML and does not go forward to the DA Selection and Branching Board.

Leadership Attributes/Skills/Actions) Needs Improvement on PMS Accessions Potential Comments LDAC overall “N” rating (the final Warrior Forge CER no longer reflects an overall "N" rating if an individual fails CWST) Greater than two and a half years since attending LDAC Bottom 5% of Cohort As a result of the FY 05 and FY06 OML Panel and PAT recommendations (validated during the FY08 PAT), the above criteria will be used to identifying potential show cause records.

Up to 135 Cadets may be selected to pursue a law degree, medical degree, or degree in theology prior to entry on AD MUST have test scores to go before the Board (MCAT, LSAT, GRE, GMAT, DAT, VAT) FY 09 Educational Delay Board Results * * SP (Medical Specialist) - Physical Therapy, Occupational Therapy, Dietitian, and Physician Asst are considered by Active Army Boards

15 Branching End of LDAC Commissionees
Methodology: End of LDAC Commissionees will be incorporated into the current year’s PMS Accessions OML cohort using a 0.5 criteria (cohort that has already been branched for the FY) LDAC Commissionees are incorporated into the current FY’s OML Model to calculate an OMS which will determine their OML ranking using a 0.5 criteria resulting in no impact on the previously established OML The previous DA Selection and Branching Board’s Active Duty cut-line will be used to determine which End of LDAC Commissionees will receive Active Duty and which will be referred to the Reserve Component based on their OML ranking End of LDAC commissionees will be incorporated into the previous year’s PMS Accessions OML using a 0.5 criteria - Realigns end of LDAC commissionees with their original cohort - The previous FY’s DA Selection and Branching Board active duty selection-line will be used to determine which end of LDAC commissionees will be selected into the reserve component based on OML ranking. - End of LDAC commissionees “usually” attend OBC within 90 days from commissioning (Sep/Oct), when possible

16 Active Duty Accession Process (Four Step Process)
1. Branch the Top 10% of the AD OML with their first basic branch choice (May be detailed in FY09) 2. Branch by OML until, up to 50% of each branch’s requirements are filled If the first branch preference is unavailable, the next available branch preference of the Cadet will be awarded (2nd and 3rd Choice Only) Cadet may volunteer for the Branch for ADSO program, but not charged till after branch filled to 50% 3. Branch with an additional three-year ADSO By OML Ensuring that no more than 65% of any one branch’s allocation are filled by the first half of the AD OML 4. DA Board awards branches to Cadets not receiving branch via steps 1-3 DA Branching Model produces initial distribution of branch assignments for those branches not filled to 100% with steps 1-3 - Needs of the Army, distribute quality, Cadets Branch choices Ensuring that no more than 65% of any one branch’s requirements are filled by the first half of the AD OML DA branching board determines final branch assignment for step 4 cadets and branch detailing for all Step 1. Top 10% of Active Duty OML are guaranteed their first branch choice. Step 2. Then branching will continue by OML until up to 50% of each branch is filled. Example. Cadet was not a Top 10% and wants MP as their first choice. - They will be branched MP if allocations are still available. (not filled to 50%) - If the MP branch has already been filled to 50%, we will check if the Cadet has requested MP through the Branch for ADSO program. If they have ask for MP with an ADSO and it is available, they will be branched MP with an additional 3 yr ADSO. - If they can not receive their first choice (no more allocations (50%), and they have not volunteered for Branch for ADSO or the ADSO allocations are filled) the Cadets second choice will be considered. - They will be branched in their second choice if allocations are still available. (not filled to 50%) - If the second choice has already been filled to 50%, we will check if the Cadet has requested their second choice through the Branch for ADSO program. If they have ask for it with an ADSO and it is available, they will be branched in their second choice with an additional 3 yr ADSO. - If they can not receive their second choice (no more allocations (50%), and they have not volunteered for Branch for ADSO or the ADSO allocations are filled) the Cadets third choice will be considered as above. - If they can not receive their third choice (no more allocations, and/or they have not volunteered for Branch for ADSO or the ADSO allocations are filled) the Cadet will NOT be branched until Step 4. Only the first 3 choices will be considered in Step 2. Step 3. When the 50% limits are reached for each branch, branching will continue by OML, branching Cadets that have volunteered for the Branch for ADSO program. Step4. All remaining Cadet, not yet branched, will go into the DABM to receive a recommended branch. These Cadets will then be reviewed by the Branching Board to finalize branch selection.

AR By OML, 59 Cadets (50%) that asked for AR, received AR in the first 50% of the allocation and were NOT charged an ADSO By OML, 18 Cadets (15%) that asked for AR with ADSO and were in the top half of the OML, received AR (between 50% and 65% of the allocation) and were changed an ADSO Cadets between when IN filled to 65% and the middle of the AD OML could not be branched IN. If possible they were branched in their 2nd or 3rd choice. If not, they were branched in Step 4. 41 Cadets (35%) that asked for AR with an ADSO and were in the bottom half of the OML, received AR (between 65% and 100% of the allocation) and were changed an ADSO Ex. CM By OML, 31 Cadets that asked for CM, received CM in the first 50% of the allocation and were NOT charged an ADSO, one additional Cadet ADSO’ed and received CM with ADSO. When the bottom of the AD OML was reached, only 52% of the CM branch allocation was filled. The remaining 48% of the allocation was filled by the DABM and branching board. NOTES. SC, AG, FA, AD, QM, OD, TC and CM did not fill to 65% until below the middle of the OML so no Cadets were skipped All branchs filled to 50% but only OD did not have an ADSO for Branch. (Anyone below 2443 AD OML needed an ADSO to get their any branch requested) AV: This was very unusual. Our original allocation was 135, after the top half of the OML filled the branch to 65%, their were not enough cadets in the bottom half of the OML who ADSO’ed to fill the remaining 35%. 5 Additional Cadets from the Univ. of North Dakota federally funded aviation program additionally received AV (by law). MI, SC, FI: After the branching board, branch detail requirements required MI, SC and FI Cadets that received their branch with ADSO to have their ADSO removed so that they could be branch detailed. Volunteers were considered first, but requirements forced non-volunteers to be selected by the board. Not enough allocations in popular branches. 406 asked for IN as first choice asked for IN as 1 of top Cadets will be dissatisfied unless you manage expectations. Only 71 asked for 187 available FA slots as first choice asked for FA as 1 of top 3. Many more Cadets could be satisfied if you manage expectations. Only 23 asked for TC as first choice. Only 124 asked for TC in their top 3 choices. Many Cadets can be satisfied if you manage expectations. Popular branches fill fast. Even DMGs are not guaranteed without Branch for ADSO (BRADSO). 21 Reserve Component Accession Process

23 Officer Career Incentive Programs (Dual ADSO Programs)
Cadets may request to participate in 1, 2, or all 3 Cadets may be selected in up to two of the Programs Participation in each program is in exchange for an additional 3-year Active Duty Service Obligation (ADSO) Branch for Service - Receive their branch of choice Post for Service - Receive their first assignment of choice Graduate School for Service - Attend full time, fully funded Graduate Program Only Cadets selected for Active Duty are eligible Selection is based on the National OML At time of request, Cadets must sign a contract addendum Purpose: To retain quality officers on active duty. Cadets may request to participate in 0, 1 or 2 of the Career Incentive Programs. They may be selected for up to 2 of the programs.

24 Officer Career Incentive Programs (Dual ADSO Option)
AVIATION OFFICERS. Participants incur an additional ADSO of 6 years upon completion of their initial commissioning ADSO. Obligations served consecutively with each other, and concurrently with all other non-statutory ADSOs. Completion of all ADSOs is not required prior to attending Graduate School. Ex. A 4-yr Scholarship Cadet would incur a 10-year ADSO upon commissioning: Commissioning ADSO = 4 GrADSO = 3 BrADSO = 3* TOTAL ADSO = 10 Officers cannot begin to fulfill the Branch for Service option ADSO until completion of the 6 year flight training ADSO. Dual ADSOs will be selected after all single ADSOs.

25 Graduate School for ADSO

In this scenario, we will look at a scholarship cadet. The timeline begins at year 0 when officers are commissioned and attend BOLC II and III All officers incur a military service obligation (MSO) of 8 years. (A1) At year 4, the officer’s ADSO expires. (A2) Because he or she took the option, he or she has agreed to spend 3 more years on active duty, making the new ADSO 7 years. During this time, he or she will have a chance to command a company, work for multiple battalion commanders, . (A3) Around year 3, the officer will confront the Captain promotion board. If the Army promotes the officer to the grade of captain, then the Graduation School Option is validated and the Army cannot back out of the deal unless the officer is flagged for adverse behavior. If the officer is not promoted, then the contract is voided and the officer only owes a 4 year ADSO instead of a 7 year ADSO. (A4) At year 7, the officer confronts a decision. This is why the program is called an “option”. The officer now has options. (A5) Option 1: After 7 years in the Army and after commanding a company, an officer has enough experience to decide whether or not to make the Army a career and is now elects to go to grad school. Grad school goes from year 7 to year 9, and then the officer owes a 3 for 1 payback for graduate school. At this point you’ve decided to stay in the Army and the 3 for 1 is a contractual agreement you are more than willing to accept for the ability to go to the school of your choosing fully funded while receiving your military pay and allowances. (A6) Option 2: After commanding a company, he or she could decide that the Army is not for him or her and can get out of the Active Army, only owe one year in the reserves, and NOT go to Grad School on the Army’s nickel. (A7) Option 3: the officer may also want to do a second company command or become a White House Fellow, or a General’s Aide. Understanding Option Cost: By signing a GrADSO contract, you are agreeing to a 3 year ADSO for the guaranteed right to attend fully funded graduate school while on active duty. Industry Cannot match this package: Fully funded graduate school at the best schools in the country Full pay and benefits while attending school Two years off at mid-career to update your skill set while rejuvenating yourself and your family Do you intend to stay in through Company Command? If so, this option costs you nothing Company command takes you out to 7 years of service in most cases Commanders are both highly desirable and marketable Three year ADSO also qualifies as the 36 months necessary to gain full eligibility rights to the Post 9/11 GI Bill If you are a non-scholarship cadet: must serve to your 6th year to transfer benefits to your spouse If you are a scholarship cadet: must serve commissioning ADSO plus 3 years for full GI Bill benefits and transferability rights to spouse [note: must serve to your 10th year to transfer to children] ANIMATION : Here are some key considerations before you make this decision (A1) Industry cannot replicate this package. There are very few opportunities where a corporation will give you full pay and benefits, encourage you to go to a top school, and tell you to take up to 2 years off in the middle of your career to update your education level. This is a tremendous deal. (A2) Do you intend to stay in through Company Command. If the answer to this is yes, then this option costs you nothing. You are likely going to be on Active Duty Status for about 7 years anyway because most officers get the opportunity to command a company at about their 5th or 6th year of service. Similarly, if you branch Aviation, this option costs you nothing, because you are going to be on active duty anyway for 7 years to fulfill the obligations incurred through flight training. Why should you consider doing Company Command? There are few opportunities that parallel this experience. At a very young age, you will be responsible for more than 100 Soldiers, their families, and their well-being. Moreover, the civilian labor market places great value on officers who have had a company command. Head Hunters tell us that an Army officer with company command experience is one of the most marketable people that they work with. (A3) The Post 9/11 GI Bill benefits are tremendous. Options to send you to school and even more enticing options to send your spouse or children to school. The key here is that you must serve 36 months on active duty to gain full benefits for yourself. For non scholarship cadets, your 3 year commissioning ADSO counts. For scholarship cadets (and USMA), your commissioning ADSO does not count, so you must serve 36 months (3 years) beyond your initial commitment to gain full GI Bill benefits. This eligibility requirement works concurrently with any career service incentive ADSO. Even more critical is that in order to transfer benefits to your spouse or children non-sholarship cadets must serve 6 years on Active Duty, and scholarship cadets simply need to serve the three years beyond their commissioning ADSO. Bottom Line: Serving a 3 year ADSO for a career incentive concurrently qualifies you for both full GI benefits for yourself and/or full transferability of your GI benefits to your family. (A4) Second, what do you think your reserve time will look like. If you are placed in the Selective Reserve you stand a reasonable chance of being called up to active duty. If you are placed in the Ready Reserve, you still stand a chance of being called to active duty. (A5)Third, what do you honestly think your chances of obtaining fully funded graduate school are? You have a 1 in 10 chance upon commissioning and if you stay through company command your chances only improve to 2 in 10. Moreover, you do not have to leave the operations career field to go to graduate school. You can finish company command, take a 2 year sabbatical that counts towards your retirement and still allows you to receive full pay and benefits, and then head back out to the field Army with plenty of time to serve in a branch qualifying major position. What do you think your four or five years on reserve status will look like? If the Army promotes the officer to the grade of captain, then the Graduation School Option is validated and the Army cannot back out of the deal unless the officer is flagged for adverse behavior. If the officer is not promoted, then the contract is voided and the officer only owes a 4 year ADSO instead of a 7 year ADSO. (A4) At year 7, the officer confronts a decision. This is why the program is called an “option”. The officer now has options. (A5) Option 1: After commanding a company, he or she could decide that the Army is not for him or her and can get out of the Active Army, only owe one year in the reserves, and NOT go to Grad School on the Army’s nickel. (A6) Option 2: After 7 years in the Army and after commanding a company, an officer has enough experience to decide whether or not to make the Army a career and is now elects to go to grad school. Grad school goes from year 7 to year 9, and then the officer owes a 3 for 1 payback for graduate school. The 3 for 1 is not a big deal because the officer has already made the decision to make the Army a career after 7 years in. (A7) Option 3: the officer may also want to do a second company command or become a White House Fellow, or a General’s Aide. 53 Commission Review Board Responsibilities
Review files to ensure consistency between comments, letter grades, and raw scores Identify “fully qualified” and commission review files Return the “fully qualified” files for National OML ranking Remove the commission review files from National OML ranking consideration Panel Membership consisted of 6 members (5 voting): 1 Brigade Commander – President and voting member (COL) 4 Professors of Military Science (LTC) 1 non-voting Board Recorder (CPT) Each application will be evaluated by panel members to ensure comments are consistent with letter grades and raw scores. Records with "N" ratings and/or those with derogatory comments identified by the OML Model and panel members will be deemed as potential Commission Review (CR) records. Potential show cause records will be collectively evaluated by all fourteen panel members to determine those that are fully qualified or show cause. Upon conclusion, all CR files will be removed from the OML and the remaining records will be rank-ordered sequentially by OMS to develop the proposed National OML. An additional phase is added to the OML process that requires the panel members to provide a subjective vote on the files. Each file will be voted by one panel member. Having the panel members vote the files will allow us to compare the OML Model's scores with the panel members' scores as well as analyze the impact on the overall OML if we were to add the panel members' subjective vote to the OML Model's score in the future.  We will execute this phase after the panel members have completed Phases I - III (i.e., reviewed all accession packets to ensure consistency between letter grades/scores/comments, identified potential show cause files, and voted to identify any show cause files). P&A will go into more detail on the phases of the OML Panel operations. Executing the subjective vote phase apart from the first three phases will allow the panel members to develop voting criteria, focus on calibrating their voting process to ensure consistency, and vote each file subjectively. The subjective voting phase begins with the Panel President and members developing voting criteria (based on a scale of 1 through 10) to ensure a consistent standard exists when voting all files.  Once the voting criteria is developed, panel members will conduct a practice vote on 10 files to ensure members are calibrated before voting the actual files.  During the practice vote, each of the 10 files will be voted by all 14 panel members.  The practice votes will be analyzed for out of tolerance to allow the panel members to recalibrate their voting standards.  Upon conclusion of the practice votes / calibration, each file will be voted by one panel member.  Each panel member will be responsible for voting approximately 350 files.   

54 4 Step Branching Process Active Duty Component
STEPS Branch the Top 10% of the AD OML with their first branch choice Branch by OML until 50% of each branch’s allocations are filled Branch by OML with an additional three-year ADSO Sequentially consider the first three branch preferences Steps 2 and 3 are repeated for each branch choice (up to the first three branch choices), before going to the next Cadet Must ensure that no more than 65% of any one branch’s requirements are filled by the first half of the AD OML Cadets that can not be branched in the first three steps go to step four Branch remaining Cadets with DA Branching Model (DABM) Based on; needs of the Army, distribution of quality, and Cadets Branch preferences Branching Board makes final decision Step 1. Top 10% of Active Duty OML are guaranteed their first branch choice. Step 2. Branching continues by OML until up to 50% of each branch is filled. Step 3. When the 50% limits are reached for each branch, branching will continue by OML, branching Cadets that have volunteered for the Branch for ADSO program. Example. Cadet was not a Top 10% and wants MP as their first choice. - They will be branched MP if allocations are still available. (not filled to 50%) - If the MP branch has already been filled to 50%, we will check if the Cadet has requested MP through the Branch for ADSO program. If they have ask for MP with an ADSO and it is available, they will be branched MP with an additional 3 yr ADSO. - If they can not receive their first choice (no more allocations (50%), and they have not volunteered for Branch for ADSO or the ADSO allocations are filled) the Cadets second choice will be considered. - They will be branched in their second choice if allocations are still available. - If the second choice has already been filled to 50%, we will check if the Cadet has requested their second choice through the Branch for ADSO program. If they have ask for it with an ADSO and it is available, they will be branched in their second choice with an additional 3 yr ADSO. - If they can not receive their second choice, the Cadets third choice will be considered, without and with ADSO as above. - If they can not receive their third choice (no more allocations, and/or they have not volunteered for Branch for ADSO or the ADSO allocations are filled) the Cadet will NOT be branched until Step 4. Only the first 3 choices will be considered in Steps 2 and 3. Step 4. All remaining Cadets, not yet branched in steps 1-3, will go into the DABM to receive a recommended branch. These Cadets branches will then be approved by the Branching Board to finalize branch selection.

55 Commission Review Commission Review will vote to determine actual Commission Review files If a file is determined by the Commission Review Board to NOT be a Commission Review file, the file will be incorporated with all other files, run through the OML Model to be ranked, and sent to the DA Selection and Branching Board If determined to be Commission Review, the CG Cadet Command will return the file through Region and Brigade, and an investigation must be performed to determine if the Cadet should be retained and commissioned or be disenrolled If the CG Cadet Command approves the Cadet for retention and commissioning the Cadet will be integrated into the OML on a 0.5 basis and branched by a Stand By Board An OML Commissioning Review Board will convene to review and vote on the potential Commission Review files identified by the OML process. If two-thirds of the Commission Review Board members vote a file as a commission review, then the file is designated as commission review. When a packet is determined to be a commission review file, it is not rank ordered with the other files and does not go forward to the DA Selection and Branching Board.   CC Circular states that [commission review] packets [deemed as commission review by the Commission Review Board or DA Selection and Branching Board] are returned along with a letter from the Commanding General, Cadet Command, through the region and brigade to the battalion. The battalion is instructed to conduct an investigation in accordance with AR 15-6 to determine if the student should be commissioned.  If it is determined that the individual should be retained, the battalion submits the results of the investigation and the remedial plan of action through Brigade and Region to Cadet Command. Cadet Command will forward accession packets for Cadets retained to Human Resources Command for selection and branching.  If it is determined that the Cadet should not be retained, the battalion will notify their brigade and initiate disenrollment or revocation of commissioning proceedings.
