2 PROPOSAL: Content – Thematic structure of the Anti-Drug Strategy in the Hemisphere, recommendations and conclusions. Source of the Report – Questionnaire responses; Introductory document; GEG consultations with countries and external sources. Intro Document – overview of the country’s drug control efforts. Achievements, difficulties and areas in which cooperation should be strengthened. Mandatory for all countries Frequency - dependent on final decision regarding the evaluation cycle. Production - MU prepares 1 st narrative draft report; the GEG makes its evaluation and conclusions throughout its drafting sessions. Final approval – CICAD Commission 5. CHARACTERISTICS OF THE RECOMMENDATION IMPLEMENTATION FOLLOW-UP REPORT PROPOSAL: Content – Recommendations assigned to the country, status of implementation, difficulties encountered, conclusions. Source of the Report – Responses to the follow-up on the progress of recommendations form and GEG consultations with countries. Frequency – dependent on final decision regarding the evaluation cycle. Production - MU prepares 1st narrative draft report; the GEG makes its evaluation and conclusions throughout its drafting sessions. Final approval – CICAD Commission

CHARACTERISITCS OF THE MEM SOLIDARITY FUND PROPOSAL: Financing – Funds depend on donor countries contributions and the funds provided by the OAS Regular Fund, which were assigned specifically to the MEM. Objective – Assist the participation of countries that due to exceptional circumstances are unable to finance the participation of their experts to the GEG meetings only. Administration – CICAD Executive Secretariat Requesting Procedure – Requesting country sends a letter to the CICAD Executive Secretariat (minimum 3 weeks before the meeting) explaining the reason for its application. MU Coordinator reviews and considers all the requests. CICAD Executive Secretariat will advise the country of the type of assistance that will be provided.

9 10. INTERGOVERNMENTAL WORKING GROUP (IWG) PROPOSAL: CICAD Commissioners- Convoke IWG before each round to streamline the process and update the questionnaire. Elect the President. President – Assist the MEM Unit in the coordination/ organization of the IWG preparatory work.
