Leading sustainable development- the unique role of Education bodies Helen Andrews Tipper, Public Sector Analyst Wednesday 28 March EAUC conference

Meeting carbon targets is vital  Saving carbon saves money  Navigating climate and carbon legislation  “Failures (to meet emissions targets) could have worrying and significant consequences for the world’s climate”  Reputation- 95% of students think climate change is important

Why is the carbon challenge so important? 1°C2°C 5°C4°C3°C Sea level rise threatens major cities Falling crop yields in many areas, particularly developing regions Food Water Ecosystems Risk of Abrupt and Major Irreversible Changes 0°C Falling yields in many developed regions Rising number of species face extinction Increasing risk of dangerous feedbacks and abrupt, large-scale shifts in the climate system Significant decreases in water availability in many areas, including Mediterranean and Southern Africa Small mountain glaciers disappear – water supplies threatened in several areas Extensive Damage to Coral Reefs Extreme Weather Events Rising intensity of storms, forest fires, droughts, flooding and heat waves Possible rising yields in some high latitude regions <400ppm >750ppm global temperature change (relative to pre-industrial times) Source: Stern Review

What is the role of the education sector? Responsible for a substantial buildings estate, 5.2 billion kWh of energy consumed pa (worth over £200m pa) and a carbon footprint of ~ 3.3Mt CO2 pa; To show by example how to make the move to lower carbon buildings specification, operation and refurbishment; and To provide a stimulating environment for the next generation of professionals upon whom the nation will depend to make the move to a low carbon economy.

And leading on ideas to reduce- and live with- climate change Cambridge Regional College SMART LIFE centre Research at the University of Reading Walker Institute

Total implemented CO2 savings by technology type (Overall total = 238,135 CO2t)

Commitment to carbon reduction remains strong… - These target reflect 5 year averages - 2011/12 targets draft at this stage

Increasing the scope of carbon reduction Getting to “Scope 3” – Commuting, student travel, procurement, waste, water HE sector strategy looks for the Environmental Management Statistics to start collecting scope 3 emissions from 2012/13. This is a major challenge for the sector - but also an opportunity to lead! HEFCE guidance now online at http://www.hefce.ac.uk/pubs/rdreports/2012/rd01_12/
