3 Homeland Defense -Purpose The purpose of homeland defense is to minimize the threat and in the event of an attack minimize the damage and consequences. 4As best as possible, protect the people for which we are responsible. 4Assure that essential services continue to be available. 4Assure the work of the organization continues. 4Minimize the impact of the enemy threat.

5 Homeland Defense Regional Evacuation Almost all Homeland Defense threats have a potential for requiring a large-scale, rapid, regional evaluation.

6 Homeland Defense Lessons from TMI u A regional evacuation of 50 to several hundred miles is probable. u The threat area is primarily downwind. u A decision to evacuate may be short notice. u A coordinated evacuation order may not be possible. u Communication resources may not be usable. u In a crisis you will quickly loose your ability to evacuate. u Government plans may not be adequate. u Public information and media reports will be confusing, contradictory and unreliable.

7 Homeland Defense Lessons from TMI Agencies may want to make it a condition of employment that all management staff must evacuate with the agency and may want to extend the requirement to all staff. Such a requirement must be contingent on an adequate evacuation plan that assures the security of employee family members. Benefits of evacuating with the agency include: 4Continued employment, benefits and income. 4Employment opportunity and income for family members. 4Priority access to resources and information. 4Payment of evacuation expenses. 4Fulfilling responsibility to family and people supported.

8 Homeland Defense Lessons from TMI There must be an expectation that all staff will report to work in the event of a regional crisis. This expectation should be established in advance and may be a condition of employment. Management and executive staff must have this requirement as a clear condition of employment.

18 Reports from the World Trade Center attack suggest that companies that had employees with extensive home office capacity did better in being able to restore and maintain operations. Such resources for leadership staff located at their home might include: u Computer u Internet access u Email (primary and secondary) u Fax u Phone u All information provided for “Leadership Laptops” u Web authoring software (Front Page) u File Transfer Protocol (FTP) software with necessary access codes Home Office Capacity

19 In a serious attack the internet is likely to be one of the more stable and accessible communication options. The agency web site can serve as a source of general information on evacuation, location of consumers and staff, contact information, evacuation plans, policies and procedures, etc. Leadership staff should have laptops with web authoring software and file transfer protocol with necessary access codes. During a Homeland Defense Emergency the agency web might include: u General information u Homeland Defense Plan u Contact and check-in information u Staff u Consumers u Families u Location of evacuation sites Role of the Internet

20 Homeland Defense Role of Employee Families 4 Must not require employee to choose between work and family! 4 Establish and communicate significant benefits of evacuating with the agency. 4 Establish and communicate evacuation plan. 4 Provide for safety and support of family during evacuation. 4 If employee evacuates with their family, require each employee to take one to two persons with them. 4 Establish expectation that family members will work and will be paid as needed. 4 Reimburse employee for evacuation expenses including family related costs (keep receipts). 4 Provide post trauma incident debriefing
