Status Update of Models, Documents, and Tools Document expanded to be used as a reference:  Added list of MVWG approved documents Policy User Guide Model Specification Technical Report White Paper  Added list of MVWG tools

Load Modeling

Load Modeling – Composite Load Model Data Tools Tools available  Load Model Data Tool LMDT4A “2012 WECC CMPLDW.zip”  Updated Load Composition Data “CMPLDW Load Composition Data_032514.zip”  PNNL Tool (can create PSLF dyd & PSSE dyr format) “LMDT_install.zip” PNNL provided a demo of an enhanced version

Load Modeling – CMPLDW Monitoring Improvements Requested program vendors to add the ability to monitor load lost in CMPLDW models per area, zone, or owner so that we can track how much aggregated load is being shed Requested that PSLF otg-d format is compatible for both motorw and cmpldw models (otherwise you need to update the otg-d file with the new bus number for the cmpldw) Requested PSLF not to change the bus monitoring variable name so that it stays compatible with WCA analysis tools

Load Modeling CMPLDW Model Specifications document under review  Expected approval in March 2015 Meeting CMPLDWG Model Specifications document  Draft out for review, expected approval in March 2015 Meeting  Benchmark testing results expected in the June 2015 meeting Benchmarking showed consistent implementation across software platforms  Some bugs were fixed through this exercise  MOTORW and induction motor models (CIM5, CIM6, CIMW, and MOTOR1) are not identical For single-cage motor where Tppo=0 or Lpp=Lp, all these models are identical, and historically MOTORW had input data that represented single- cage motors only.

Load Modeling – Voltage Dip Criteria TPL-001-WECC-CRT-2.1 retirement on 12/31/2015 Discussed WECC-0100 TPL-001-WECC-RBP-3 System Performance document that was posted for comment Oct 15 – Dec 1 2014 (Posting 1)  Includes transient voltage performance, voltage stability criteria, steady state voltage limits and post contingency voltage deviations  There were suggestions on clarification on some of the draft languages, as well as discussions on the technical basis Another draft of the WECC Criteria is out for comment Feb 4 – Mar 6 2015 (Posting 2)

Renewable Energy Modeling

2 nd Generation Wind & PV Models SRWG Implementation Plan – Complete transition by 6/5/2015 Superseded models will be removed from Approved Dynamics Model List on 6/5/2015

2 nd Generation Wind Models

Photovoltaic Models For large-scale PV plants: For distributed and small PV plants, use PVD1 model

REMTF – Next Steps Write a white paper describing the limitations of generic models and use in positive sequence programs Distributed PV in composite load model (CMPLDWG)  Draft model specifications are out for review, expected approval in March 2015 Meeting Energy Storage Modeling – In progress  Utility members and manufacturers are encouraged to get engaged in the model development Plant Level Control Modeling – In progress  Expand to control multiple elements, including different types of wind turbines, SVCs or STATCOMs, and MSCs  Model specifications under development, beta testing expected in 1 st or 2 nd quarter 2015

System Model Validation

MVWG is continuing to improve the process to develop future model validation cases  Method 1: Planning base case and dyd  Method 2: Using WSM case and dyd (PSLF v19) Event Model Validation Efforts:  May 16 2014 NW RAS Event – Completed  May 26 2014 DC RAS Event – In progress  June 12 2014 BCH RAS and Alberta Separation Event  October 18 2014 Colstrip Event

Planning Case & DYD

WSM Case & DYD

May 16 2014 NW AC RAS Event Validation Report MVWG approved the “Model Validation Report for May 16, 2014 RAS Event” in Aug 2014 Includes simulations using both methods (Planning and WSM case) Follow-Up on Recommendations:  Wind modeling reconciliation still needs work  Wind needs to be modeled with 2 nd generation models  Tools are available to validate frequency response and baseload flag  SRP is investigating the Springerville unit trip  BPA is reviewing the Chief Jo Brake operation scheme  BCH is implementing some changes to the Kemano RAS

MOD-033 Discussion NERC Standard on Steady-State and Dynamic System Model Validation effective 7/1/2017  Background: The focus of validation in this standard is not Interconnection-wide phenomena, but on the Planning Coordinator’s portion of the existing system. Conference call was held January 22, 2015 to discuss plans to comply with NERC MOD-033 Draft Data Validation Process to cover R1.1-1.4 in progress, to be reviewed at March 2015 meeting, considering  Existing practices  NERC MWG document “Procedures for Validation of Powerflow and Dynamics Cases” (2011)  NATF efforts  Eastern Interconnection PCs discussions

MOD-033 Requirement R1 R1. Each Planning Coordinator shall implement a documented data validation process that includes the following attributes: 1.1. Comparison of the performance of the Planning Coordinator’s portion of the existing system in a planning power flow model to actual system behavior, represented by a state estimator case or other Real-time data sources, at least once every 24 calendar months through simulation; 1.2. Comparison of the performance of the Planning Coordinator’s portion of the existing system in a planning dynamic model to actual system response, through simulation of a dynamic local event, at least once every 24 calendar months (use a dynamic local event that occurs within 24 calendar months of the last dynamic local event used in comparison, and complete each comparison within 24 calendar months of the dynamic local event). If no dynamic local event occurs within the 24 calendar months, use the next dynamic local event that occurs; 1.3. Guidelines the Planning Coordinator will use to determine unacceptable differences in performance under Part 1.1 or 1.2; and 1.4. Guidelines to resolve the unacceptable differences in performance identified under Part 1.3.

Generator Modeling, Testing, and Model Validation

Power Plant Model Data Task Force List of suspected errors is available - PLEASE REVIEW AND ADDRESS ITEMS IN YOUR AREA MVWG will work with SRWG to incorporate additional data checks into the base case review process  Turbine type (ensure this is being populated)  Baseload flag (review/verify that flag is populated and correct)  Pmax (powerflow) should be less than mwcap (dynamics)  Wind models (see SRWG implementation plan) If there are additional errors suspected, continue to send them to Kent

Power Plant Model Data Task Force Tool (epcl) developed to export the generator powerflow data, including turbine type, and associated dynamic models in a single spreadsheet which can be used to examine the modeling Modeling Data standard MOD-032-1  BA, GO, LSE, RP, TO, TSP must respond to PC or TP if they provide technical concerns with the data (effective 7/1/2016) Verification standards MOD-026-1 (Excitation Systems) and MOD-027-1 (Turbine/Governor)  GO must respond to TP within 90 days if TP notifies GO that model is not usable, provides technical concerns with the verification documentation, or provides evidence that the model did not match the recorded response to an event (effective 7/1/2014)

Power Plant Model Data Task Force Under discussion - Expand to include model validation into the scope of this task force  Becomes Power Plant Model Validation and Data Task Force

Frequency Response Tool BPA Generator Frequency Response Tool is available (uses PI data)

Frequency Response Tool Eric Bakie (IPCO) provided an improved PI Data Generator Frequency Response Model Validation Tool (version 1)  Incorporates PI data tool  Incorporates PPMV tool for model validation  Includes batch processing, for multiple units and multiple events  Includes overview presentation and detailed user guide  Webinar training was provided July 22, 2014  Good for unit level model validation  This approach works for governor model validation  Good tool for identifying undesired control behavior
