5 Created based upon the Knowledge Innovation Assessment Methodology © ENTOVATION International Ltd. www.entovation.com Background The main function of the ministries’ IT departments is the establishment of information systems, providing hardware and software facilities, maintaining and developing them so as to be able to treat and analyze information and disseminate reports to all concerns. Information Systems have come to present a primary tool within ministries, for the planning and decision making processes, as well as the dissemination of information. A large number of applications, including executive level applications have been initiated and supported within the scope of the IT departments. These applications require continuous enhancement and modification, in addition to the new systems introduced.

Solution: A Technical Support and knowledge Exchange Network between IT departments in ministries. Help! !

7 Created based upon the Knowledge Innovation Assessment Methodology © ENTOVATION International Ltd. www.entovation.com Project Description The Technical Support and knowledge Exchange Network aims at building a knowledge exchange platform between IT departments in ministries, where employees can easily share knowledge, experiences, problems and innovative solutions, and discuss the new trends and opportunities in the IT field. The Network will be managed by a committee with representatives from all the ministries.

All the ministries have an IT department or another department acting as the IT focal point, they have IT specialists, infrastructure, and facilities, and are ready to start a collaborative project for sharing knowledge.

And creating a “Learning for Development” corner on the web site, where employees can elaborate on their learning experiences and can contribute their ideas/suggestions for improving their workspace. Assessing customers needs, for improving services quality and creating more value added services and products. Analyzing the current services provided by the ministries IT departments, to assess the possibilities of standardizing, bundling or unbundling services, and producing templates, guides… to be used by other ministries, as a way for exchanging services among ministries. Evaluating existing strategic alliances of ministries’ IT departments, and developing strategies for future evolution and creation of more alliances. In addition to establishing a system for capturing learning from partner interactions, and sharing the lessons learnt across the network.

Organize a "Best Initiative Price" for the best implemented initiatives that contributed to their departments' goals and strategies.

It will be also responsible for tracking and managing the "Ideas Store" on the committee web site where employees in the IT departments are posting their ideas and initiatives, their implementation status, and the support they need, and present these requests to the committee.

They can also contribute their ideas/suggestions for improving their workspace, what their ministries can learn and benefit from these experiences, and how they can exchange knowledge gained with other employees within their departments and across the ministries. The committee would then study the entries to that corner and develop suggestions and recommendations for the ministries to be considered in their planning activities.

Results should be reported and presented regularly to the ministers. The project also aims at building a database for market information, and integrate it within the information systems available in the ministries, to regularly store and update relevant information, and make it available to all employees who have a need to know within ministries.
