2 IEA HIA ExCo 11/06 1. Background A solution for hydrogen storage is a crucial step for the introduction of a Hydrogen Economy. Considered (by many) to be the most technologically challenging aspect. Long-term goals never met by compressed or liquid hydrogen, the only possible solution is solid materials. Significant achievements (Task 17), but further progress still needed to fulfil international goals. Will require new materials and solutions, not incremental improvements in current technologies.

3 IEA HIA ExCo 11/06 2. Background – Lessons from Task 17 Significant achievements obtained. Work on new promising compounds, like alanates, amides/imides systems, borohydrides, metastable Mg- based compounds. Better basis for evaluation of nanoporous materials obtained. Safety sessions and development of storage units. 38 Experts from 13 countries, 36 projects. > 800 publications, presentations and patents. ”Largest international collaboration on hydrogen storage ever established” (G. Sandrock). Significant potential for new and further improvements of hydrides and nanoporous materials  Propose the present Task 22.

5 IEA HIA ExCo 11/06 3. Annex goals and objectives Develop a reversible or regenerative hydrogen storage medium fulfilling international targets for hydrogen storage. Develop the fundamental and engineering understanding of hydrogen storage by various hydrogen storage media that have the capability of meeting Target A. Develop hydrogen storage materials and systems for use in stationary applications. Propose not to quantify the targets, but with reference to national Targets (e.g. US DOE). Gives more flexibility and also include more than wt% H 2, temperature for H 2 release and pressure.

Annex Project Structure Projects type: Experimental Engineering Theoretical Modelling (scientific or engineering) Safety aspects of hydrogen storage materials Classes of H-storage media: Reversible metal hydrides Regenerative hydrogen storage materials (chemical hydrides) Nanoporous materials Rechargeable organic liquids and solids

7 IEA HIA ExCo 11/06 5. Proposed participation – based on the Windermere Task Planning workshop 15 countries. Proposed 46 Experts (based on input from Experts). For a few countries the proposed Expert(s) not finally approved by the respective ExCo members. 43 organizations (Universities, National Laboratories and Companies). 43 projects. Proposed effort: 60.75 Py/y (min 1 Py/y for each country). All Experts agreed to participate according to the HIA rules and guidelines of this specific task (subject to available local funding and executed National Participation Letters (NPL) by the respective ExCo members).

Participation Based on the preliminary approval by the ExCo in Lyon, each Expert in the Windermere workshop have provided a Project Plan (based on their Windermere-presentation). T22 Proposal and Project Plans distributed to ExCo for approval of Projects and T22 Experts. During the first period of the Task (at least the first year) new Experts are welcome when: –Respective ExCo member approve participation. –Their project approved by the Experts. One Expert per institution, only exception (completely) different expertise.

15 IEA HIA ExCo 11/06 IEA-HIA/IPHE Storage Collaborations Task 22 Statement 1.Both IEA HIA and IPHE have the same end objective. 2.IPHE works from high government levels; HIA works primarily from the scientist level. 3.There are numerous efficiency and synergy arguments for collaboration. 4.The Windermere Workshop was opened to non-IEA IPHE participants. We suggest, at minimum, continuation of that policy. 5.Task 22 is sincerely willing to collaborate on whatever bases HIA and IPHE mutually recommend. 6.We acknowledge the ultimate authority of the ExCo for Task 22 operations and will seek their approval for all joint actions. 7.We encourage the continued discussions between IEA and IPHE to establish formal and legal cooperative bases for joint activities. 18 IEA HIA ExCo 11/06 9. Annex Mechanics Workshops –Generally 2 Task Workshops per year. Planned workshop in Monterey (California, USA 28 January – 1 February 2007). Deadline for registration 17 th November! –Independent events with duration 3-4 days. –Experts are expected to participate in all Workshops (in person or by proxy) giving presentations of their project. –Each participating country expected to provide travel funds. –Scientists from IPHE countries can be invited to T22 Workshops.

19 IEA HIA ExCo 11/06 9. Annex Mechanics Reports Published on the web-page for T22 (operated by IFE). –Annual Reports Require 1-2 page annual reports from each Expert. Experts submit lists of publications, presentations and patents resulting from the work in T22. –Final Report At the end of the Annex: a 5-6 page report from each project. –Other Reports All other reports required by IEA HIA will be filed by the Operating Agent.

Annex Mechanics Intellectual Properties –Intellectual property developed during this Task will be treated according to MODEL LANGUAGE FOR INTELLECTUAL PROPERTY AND PATENT RIGHTS, Appendix 1C, Handbook of Policies and Procedures for the IEA Hydrogen Program, Third Review Draft, Aug. 1997.

21 IEA HIA ExCo 11/06 10. Requested of this ExCo Final approval of this Task 22 Proposal, subjected to any changes requested by the ExCo. Start 1 st December 2006. Finalize the process with National Participation Letters (including selection of Experts).
