Western States Highway Equipment Managers Association AASHTO Equipment Management Technical Services Program Partner 43 rd Annual Conference WSDOT Fleet Sustainability Georgina Willner

Evaluated on effective, efficient and empowered fleet management. Good resource stewardship!

The Government Green Fleets Award Evaluation of the “green” composition of the fleet.

Core Sustainability Goal Incorporate sustainable practices in our day-to-day operations, reduce fleet emissions and improve the efficiency of the fleet strategically by trying new methodologies and technology.

Fleet Goals Reduce fuel consumption. Reduce emissions with technology, alternative fuels, and hybrids. Operate a robust preventative maintenance program. Maximize utilization to optimize fleet size, increase efficient use and meet minimum use criteria set by OFM. Increase engine operating efficiency with new technology and equipment.

#1 Challenge to reducing fuel consumption and emissions Operation needs drive consumption. – Construction projects – Weather events – Snow and Ice control – Responding to accidents

Washington State Mandates Reduce emissions below 2005 levels Use 20% biodiesel By 2013, 40% of all fuel use must be from electricity or biofuel OFM Minimum Use Rule Passenger vehicle fuel economy requirements Governor directed 5% fuel reduction

Accomplishments Using 2008 as the baseline, WSDOT has:  reduced our fuel use  increased our B100 gallons purchased by 80%  purchased 45% more hybrid vehicles.  reduced passenger-carrying vehicle inventory by 20%  reduce privately-owned vehicle miles travelled for state business by 34%.

Additional Highlights Adjusted PM schedules to using fuel usage as a basis versus time intervals Installed shift lights in heavy trucks’ dash to let driver’s know the best time to shift gears No Idle Policy and Fuel Conservation Policy Replaced incandescent lights with LED lights Diesel truck retrofits to reduce emissions

Biodiesel Started using biodiesel May 2005 Western Washington 47 WSDOT fuel sites @ B20 or higher – 12 sites @ B25 or higher Eastern Washington 46 WSDOT fuel sites – 25 @ B10 or higher

Challenges Biofuel costs more than diesel. Biodiesel has propensity to gel in cold weather. Tank and filter maintenance is critical in maintaining fuel quality. Biodiesel has a short “shelf life”.

Emissions

Strategies to Reduce Emissions Convert 360 sedans and small SUVs to hybrid/electric Reduce fuel consumption by an additional 5% Increase biofuel use Transition approx. 348 heavy vehicles from gas to diesel
