Standardized Past Performance Questionnaire (PPQ) Policy for both NAVFAC and USACE Contractor will submit PPQ with their proposal submission Contractor can request client complete form at the end of a project Contractor retains PPQ for future proposal submissions Contractor Performance Assessment System (CPARS) Senior Leadership Attention NAVFAC Backlog significantly reduced

14 DOD Source Selection Procedures
New DOD guidance effective 1 July 2011 Changes to NAVFAC Source Selections that impact you: Standardized Adjectival Ratings for non-cost/price (technical factors) Outstanding, Good, Acceptable, Marginal, Unacceptable Past Performance is a separate non-price/cost factor and receives a confidence assessment rating based on: Evaluation of recent efforts and relevancy to anticipated contract Determination of how well the contractor performed on those recent relevant contracts

17 An Acquisition Perspective
We want to maximize competition Specs should not be unduly restrictive Balanced approach—MAC and stand-alone Read the solicitation carefully before responding and submit complete proposals. Understand the contract terms, not just the technical requirements. Contracts are structured to allow availability throughout the Atlantic AOR, but predominately in one region. GCC/GCSC are worldwide—very large contracts—opportunities for subcontracting
