3 IT Greening Aggregate IT Purchasing Program Background September 2004 - Division of Budget issues Bulletin B-1170 - Cost Containment & Savings Proposals OGS PSG seizes the opportunity to establish a new program to address DOB objectives by: –Centralized statewide contracting; decentralized agency purchasing –aggregated small agency volumes into large volumes

5 IT Greening Aggregate IT Purchasing Program Background Continued October 2004 - OGS proposed to establish the Aggregate IT Purchasing Program –leverage volume of NYS purchasing power –exploit strategic sourcing best practices December 2004 – Office for Technology provided OGS with anticipated agency PC purchases March 2005 – OGS PSG establishes the Aggregate IT Purchasing Program

(including unbundled displays).

12 IT Greening Evolving Environmental Language “to fully support New York State’s environmental goals, the OCIO and OGS require that offerings for the Desktop PC-Business and Workstation Class categories be registered EPEAT Gold and the offerings for the Notebooks be registered EPEAT Silver. Desktop PC- Business and Workstations along with Notebooks must meet or exceed all of the following optional EPEAT criteria for standard configuration and standard option form factors….”

15 Aggregate IT Purchasing Program NEW for 2010 - PRINTERS The Total Cost of Ownership (TCO): Based on acquisition of the printer and 3 year warranty along with the projected cost of consumables (ink/toner) and replaceable service parts. Please note: The Personal Black and White category requires a 1 year warranty. For purposes of evaluation, selection and award, TCO is represented as a cost per page based on estimated print volumes for the duration of the required warranty period for the printer purchased. Consistent with Executive Order 111 the specifications require every printer be Energy Star compliant Consistent with the specification for printing devices being developed under Executive Order 4, all of the printers must be duplex capable. The specifications require all printers delivered through this initiative must be delivered with the toner/ink cartridge(s) normally provided through the NYS printer contract. Replacement toner/ink cartridges must be the contractors’ highest yield cartridges available, not only because they are typically the most cost effective, but also because fewer cartridges have a positive impact from an environmental perspective.
