2 History Constitution: Article 9 – Japan may not have any offensive military force – Thus, Japan depends on the US for security Japan pays about $4.5 billion toward joint defense (as per the US-Japan Security Treaty) US Military presence – 50,000 troops (approx) – 38 bases – 75% of those troops are in Okinawa

3 Inherency Futenma air base – Very controversial for Japanese – A busy airbase near a major urban area (Ginowan City)… Noise, traffic problems Crime – this has been exacerbated by some high-profile cases, most notably the rape of a 12-year-old girl by two marines in 1995 2006 – US agrees to relocate 8,000 troops to Guam (not to move Futenma) by 2014

4 More on Futenma 1996 – Plans are made to move Futenma to nearby Henoko Bay (Nago, Okinawa) – Biodiversity Henoko bay is a natural habitat of the Dugong, which is an endangered species Local public opinion is overwhelmingly against building the replacement facility here

5 Political Fallout 2 political parties in Japan – Democratic Party of Japan (DPJ) – Liberal Democratic Party (LDP) 2009 – DPJ defeats LDP – call for more equality toward Japan – PM Hatoyama elected partly on pledge to move Futenma OFF Okinawa – 2010: US says it just won’t happen. Hatoyama resigns – Replaced by PM Naoto Kan.

6 PLAN The USFG will permanently remove Futenma Air Base from Okinawa (we will probably say the base could be moved to Guam, however the resolution does not allow the AFF specify that action!)
