5 Priorities for of the GB (2013) Reporting The headteacher should provide information to the governing body about the quality of teaching and appraisal outcomes. If teaching is not good, the GB needs to know and to assure itself that actions are being taken to improve this in order to fulfil its duty.

6 Priorities for the GB (2013) – Appeals against non-progression The pay policy must include an appeals procedure All teaching staff must be made aware of the procedure Pay progression purely on the basis of performance means that appeals are more likely Governors must be appropriately prepared to hear appeals before any appeals are lodged.

7 Main changes to the STPCD 2014 – A simple framework for setting pay for leadership positions: a) Assign school Group b) Determine leadership pay range (based on responsibilities, challenges and all other relevant considerations). Maximum pay offer = school group plus 25%. c) Assess the preferred candidate to finalise salary determination – Simplified leadership pay arrangements: a) Complex rules on starting salaries removed b) Differentials within leadership team removed c) Removal of pay points

8 Main changes to the STPCD 2014 – Streamlining of leadership allowances by bringing them into base pay, save for exceptional, time-bound payments e.g. for relocation and housing.

9 Priorities for GB – Issues to consider for new and existing leaders Current campaigns – Subject to 2014 determination process? ISRs – replaced by leadership ranges - Do we mirror previous process? Spine points – Do we recommend reference points? Re-assessment pressure – Do we resist or do we manage the process in co-ordinated manner? Differentiated progression – Do we recommend £ progression min and max? Benchmarking – Do we offer data-set to support GBs? Head teacher standards – When available do we exemplify? Training for Head and Governors Pay policy refresh – Progression Criteria Existing allowances – extend or cease
