Danube Limes in Hungary Actual Tasks and Questions from the point of view of the Cultural Heritage Interpretation – The Hungarian Limes Association Dr. Balogh Tamás Gödöllő, 2013. június 06.

2 The World Heritage List: 962 properties January 2013: in 157 country, 745 cultural, 188 natural and 29 mixed sites

3 „The Frontiers of the Roman Empire World Heritage Site should consist of the line(s) of the frontier at the height of the empire from Trajan to Septimius Severus (about AD 100 to 200), and military installations of different periods which are on that line. The installations include fortresses, forts, towers, the limes road, artificial barriers and immediately associated civil structures.” – Zsolt Visy In 1987 Hadrian’s Wall (UK) was declared a World Heritage Site. In 2005 it was joined by the Upper German-Raetian Limes - a new World Heritage Site was created, the ‘Frontiers of the Roman Empire’ (FRE). In 2008 an extension was accepted, the Antonine Wall in Scotland The long-term aim is to bring elements of the frontiers of the Roman empire in Europe, the Middle East and North Africa.

4 Serial individual sections belong to the same historico-cultural group; the series as a whole fulfill the requirement of being outstanding, universal values Transnational within the territory of different State Parties Phased nomination

5 New cathegory in the National Spatial Development Concept:

7 Previous CE Danube Limes project: June 2009: registration of the Ripa Pannonica in Hungary to the UNESCO December 2011: final draft nomination document and outline of management plan of the Ripa Pannonica in Hungary (121 sites) completed Follow-up so far and planned events that require further funding: March-October 2012: preparation of the documentation of the legal protection of Danube Limes in Hungary June 2012 Frontiers of the Roman Empire (FRE) Intergovernmental Committee meeting and FRE - DMRS Danube Limes Working Group meeting in Visegrád, Hungary

8 2012 - 2014: updating of the draft World Heritage nomination, of the outline of the Management Plan, and building institutional and human capacities necessary for the management of the future WH site 2012-2013: project-generation for Limes sites (New Széchenyi Development Plan – touristic attractions and services call for proposal; National Cultural Fund (NKA) - Scientific research and conservation of archaeological sites) 2012 – 2014: Stakeholder consultation and involvement, raising awareness 2013-2015: providing the accessibility of selected prominent sites in Hungary: information board, infrastructure (road) 2014-2018: improving presentation of sites (archaeological parks, visitor centres, etc.)

9 Socio-economic potentials: FRE Danube Limes property components can connect to existing or new infrastructures (roads, routes, waterways, bicycle paths, etc), their integration into these networks is crucial for revealing and exploiting their value-generation capacity: they can contribute to creating job opportunities, and a sense of place thus attracting SMEs and other businesses. International connections: Cf. above FRE IGC and FRE – DMRS WG meetings in Visegrád, Hungary. The joint efforts of Hungary, Germany, Austria and Slovakia within the former Danube Limes project created a strong impulse for countries concerned with Limes site-elements in the lower Danube area to develop and to connect to similar projects.

10 Economic Policy PlansPolitical relations The Hungarian government attaches great importance to the tourism, within the wellness, equestrian and wine tourism development. The New Széchenyi-plan focuses specifically on the importance of wine tourism. In the recently adopted Danube Strategy has high priority of the Danube region, which in practice same as the region of Riapa Pannonica. Our plan is consistent with the Hungarian government's economic plans. Recently, we negotiated also with the Ministry of Human Resources and Vice President of the Hungarian Parliament, who are endorsed the project.

11 Why we do this? – Because the World Heritage is just a brand: it had to fill with concrete offers, programmes and destinations!

13 „How to do a good management for your world heritage?” Culture Project Territory and ecology Policy Economy Social Structures Extraordinal effects Deep cultural experiences Low cultural experiences Cultural motivations of tourism Other touristic motivations Cultural tourists with exact plans and expectations Cultural tourists without plans (occasional cultural tourists) Individual cultural tourists „Sightseeing” cultural tourists Other stakeholders Business partners Politicians Consumers

14 Transnational, tematic routes are necessary for the EU in order to secure it’s own caracteristic role on the market of touristic services of the World. Hungary has a possibility – on the basis of its own geographical situation – to join this programme, and supports this efforts by the development of it’s own thematic routes. This could support the touristical usage of the Danube-line and could help make links to similar tematic routes of other countries (Austria, Serbia, Romania, Bulgaria). The UNESCO World Heritage nomination supports the efforts of HLA to establish a new hungarian thematic route (according to the governmental plans, the official nomination documents will be sent to January of 2014 or 2015).

15 The UNESCO (ICOMOS) examination requires cca. 1 year. Therefore the gain of the „World heritage” entitlement for the total 417 km long hungarian section of the Danube-limes will be possible in 2016. This is a great importance because this entitlement increase the touristic value of these locations: this is one of the biggest UNESCO nomination. What is more: the non roman cultural heritage situated along the hungarian Danube section has a great touristic value at this time, it’s logistic bacground is excellent. The locations of the ancient roman limes could represent a special product in the hungarian touristic offer on the basis of unique hungarian products (so called „Hungaricums”), the wine-, wellness-, health-, and rural tourism, and the highlighted cultural touristic attractions (for example: Pannonhalma, Budapest, Mohács, Gemenc, etc.).

16 We need a good co-operation: in the common planning activity (to evade the paralellisms), in marking real deadlines, in a common representation of our touristic products and offers. Finally We have to take into consideration: „We have to serve the consumers – if we do not, other will do!” The have just closed a transnational project together with Austria, the Netherlands and the UK in which the project partners examined and identified the quantity and quality of the touristic offers along the limes in their countries and tried to determine of its priorities. It would be desirable to develop the program further, regarding that this is a temathic route/trail across Europe. The Hungarian Limes Association – as the official partner of the Ministy of Human Resources (responsible for culture) – is a developer of the Hungarian Danube Limes Programme, who made this presentation on the basis of its touristic development plans, which approved by the Ministry who are recognized the economic importance of this programme.
