2 What is Facilities Program Management? Facilities program management is a comprehensive method of managing all capital resource needs, including planning, design, and construction. Program management provides a single-source professional agent representing the school board, like an in-house facilities department. Program management may be provided by a construction company, architect, or engineering firm. It is most successful when provided by a company that specializes in this service. 3 Leaders Technology Management Technology management ensures that each step toward technology use (as small as it may be) supports and educationally appropriate and definable goal. Only when educational goals are well defined and technology is selected to support those goals can a successful learning environment be planned and designed. If we believe that "form follows function" then the form of the learning environment must respond to the instructional program and the technology that supports it. 4 Facilities program management can include the use of technology in the following professional services Comprehensive district-wide facility needs assessment Existing building conditional analysis Demographic analysis and long-term master planning Budget confirmation for referendum determination Educational specifications preparation Scheduling of architectural and engineering services Plan review/value engineering to maximize money spent against design solution and construction quality Bid analysis and award Construction supervision and/or construction management Post-occupancy evaluation (to improve the next project!) 7 Selecting a Facilities Program Management Firm Selecting the right program management planners who are experienced in all curriculum areas and technology Full-time architects Full-time engineers (mechanical, electrical, structural) Full-time Uniform Building Code inspectors Licensed contractors Cost estimators Requirements: Most of all, does the firm have experience in educational facilities? 13 Technology Management: Evaluate which technology types can best meet the district’s goals and objectives. Define precisely the type and extent of technology to be used. Look at the "big picture." Cluster common technology types where appropriate to improve efficiency and save money. Consider testing your proposed technology in an existing classroom or administration area before turning it over to the design team. Work out the "bugs" in advance. Visit existing applications in education or industry, and judge their successes carefully. Make sure it really works!
