Health Act, 1948 However, the Act was delayed for 2 years. This was due to opposition to the bill from doctors with 64% against its introduction. This was largely because many felt the State was taking too active a part in Doctor’s work and also due to the loss of fee paying patients. Aneurin Bevan, Health Minister decided to get doctors support by compensating them, including paying 75p per NHS patient in their practice.
