4 MIC´s Development Agencies’ Legal Frameworks, Organizational Structures and Instruments “Legal frameworks and coherent institutional structures can contribute significantly to effective and efficient cooperation” Legal frameworks Can enhance transparency, effectiveness and efficiency of international cooperation Institutional arrangements Can improve effectiveness, strategic alignment and coherence Values and Interests There is a need for aligning implementation of agencies’ priorities with national foreign policies

5 MIC´s Development Agencies’ Budgeting, Programming and Quantifying Development Cooperation “Long-term budgeting planning for international cooperation for development, a challenge in Middle Income Countries” National budgets are still low compared to those of traditional donor countries Financial resources The lag of effective lobbing in MICs’ legislative bodies, increases their dependence on Finance Ministries Monetizing SSC Following the MICs’ dual role as recipient and donor, quantification of cooperation ought to be also dual Quantifying incoming and outgoing cooperation

6 MIC´s Development Agencies’ Monitoring and Evaluation Systems, Methodologies and Approaches “Monitoring and Evaluation are considered key elements for continuous learning and effective management” Going beyond good practices Monitoring of effectiveness/efficiency Quality and impactIndependence of M&E Effective M&E

7 MIC´s Development Agencies’ National and International Communication Strategies and Cooperation Visibility “MIC´s face the challenge of communicating being a recipient and a donor at the same time” Communication strategies Are necessary to ensure consistent and professional communication Visibility There is a need to make themselves visible at home, but also in the recipient countries Information and education There is a need for educating the public about the rationale and benefits of international cooperation efforts

8 The Role of Development and International Cooperation Agencies within Global Development Fora and partnerships “In their new role as providers of cooperation, MIC’s are gaining weight in the international arena” The emerging role of MIC’s not sufficiently valued in international fora Multilateral fora New forms of dialogue beyond traditional dichotomy New forms of Expanse Is a converging point of traditional and SS cooperation Triangular cooperation
