The effectiveness of hemispheric cooperation Fernando Prada Associated researcher Foro Nacional / Internacional Specialized Meeting of CIDI with High-Level Cooperation Authorities" (Bogota, Colombia - October 26-27, 2009)
Outline Introduction and background Context of development cooperation in the region Main challenges of development cooperation and national agencies of cooperation Implications for the hemispheric cooperation agenda
Introduction Present a conceptual framework of the international system of financing for development, in order to identify challenges and opportunities for non-reimbursable cooperation. Main question: How to improve effectiveness in a context where non-reimbursable cooperation has lost ground compared to other forms of cooperation, there are more actors and priorities, less financial resources and increased pressures for reform?
Context: Context: The international system of financing for development
Context: Context: How has this system changed? Situation of countries in the region: Middle- income countries with high inequity Trends of financial flows: Preeminence of private flows Official flows in the form of loans Changes in the architecture of cooperation: New actors, motivations, interactions between donors and receptors, institutional framework to improve effectiveness and increase resources Concepts and definitions less accurate
Challenges and opportunities of non- reimbursable cooperation in the region How to maintain relevance of this type of cooperation, beyond financing? Role and influence of new actors: Fractures of the international system Erosion of management mechanisms Opportunities of new actors and modalities of cooperation (SSC, triangular, horizontal) New financial instruments: Innovation, but with strategic vision Emerging approaches and topics: Balance between the urgent, prioritized and structural topics
Implications for hemispheric cooperation The space of non-reimbursable cooperation has reduced… but still not closed. Recognize the context of operations Coordinate a common agenda to relaunch non- reimbursable cooperation Adoption of concrete measures at the national level to promote cooperation: Improvement of national systems Leadership of national agencies of cooperation Management of division of labor between donors From receptors to donors
Implications for hemispheric cooperation Creation of capacities in a more complex and dynamic environment Rethink trade-offs of cooperation practices Alignment and capacity of innovation Monitoring and auditing Harmonization and diversity/competition Centralization and decentralization Promote an agenda of cooperation from the region to global forums Decisions to implement reforms: The architecture is constantly changing
