8  Three levels:  Respect  not violate the rights included in the treaty  Protect  not permit that others violate those rights  Promote  take positive action (legislative, administrative, budgetary, etc.) to achieve the full exercise of the rights STATE OBLIGATIONS

9 Universal system has a variety of oversight procedures to support and monitor the compliance of human rights obligations UNIVERSAL SYSTEM International mechanisms and procedures are always a last resort and will not substitute national ones Human rights must always be resolved at the national level.
