7 Communications and Engagement Bond Program Communications Plan Purpose: build a district-wide communications infrastructure providing timely, regular and accurate information to the public regarding Proposition R/V projects. The plan identifies: Objectives Target Audiences Communications Channels Key Messages and Boilerplate Strategies and Tactics to Achieve Communications Objectives

8 Communications and Engagement Propositions R and V Construction Program Website The bond program website will provide a single location to provide up-to-date, accurate and transparent information about: All Proposition R projects, including a photograph, project details, and sustainability features All Proposition V information, with individual project pages to include renderings and project information as it becomes available All CBOC information, reports and meeting details All program reports, schedules, and financials.

9 Communications and Engagement Citizens’ Bond Oversight Committee Recruitment to - engineering, construction, architectural and business organizations with East County membership. Revised handbook - user- friendly and enhances ability of members to identify and engage with District leadership and Governing Board. Monthly Program Updates Greater outreach planned so all members may participate in campus/project tours.

10 Communications and Engagement Small Business Outreach Program The District’s Small Contractor Outreach Program will promote the participation of the following groups: Small, disadvantaged, minority-owned, woman-owned or disabled veteran-owned businesses, to be added to a Database of Small and Underutilized Businesses. Businesses located specifically in the GCCCD boundaries, to be added to a Database of East County Businesses Businesses located elsewhere within San Diego County, to be considered ‘local’ Advance bid notifications will be provided to these groups. Program and project-specific outreach events will be coordinated. Diamond Pacific Construction is located in La Mesa and is certified as a SBE and a DVBE
