2  The Preliminary Transfer Assessment Template has taken on the abbreviated acronym of “PAT”. ◦ It is a Excel Spreadsheet Template that works best with Excel versions higher than 2002. ◦ It was developed by RD Agency staff as a underwriting tool for transfers.

4  Used for Transfers or Transfers with MPR Funds ◦ Incorporates Agency Policies and Thresholds ◦ Can be used by the Customer and Agency ◦ Situation specific for all types of Transfers ◦ Careful analysis is necessary by all parties ◦ Submission DOES NOT constitute approval ◦ Does not replace application requirements.

5 ◦ Applicants and Developers Customers to structure their transaction to best achieve agency thresholds and document mitigating measures if needed. ◦ Agency Staff To access the transaction against Agency Thresholds, and to document approval conditions for compliance with the handbook and regulations.

6 ◦ Applicants Initial Consultation Customer are highly encouraged to provide to the Agency to obtain a letter of support for initial applications to their funding partners. ◦ Application Stage Customer provides to Agency when submitting formal application. ◦ Agency Underwriting and Approval Agency Uses to access the transaction against Agency Thresholds, and to document approval conditions.

10  The Preliminary Assessment Template is a tool to assist our Partners and Agency Officials to determine the possible scenarios for structuring a transfer. It does not replace policy, regulation or good judgment. Some situations could result in a miscalculation or unanticipated result. Careful analysis of the results is necessary. Submission of this tool to the agency does not constitute approval.  Buyer and Seller mutually and voluntarily agree to, and have delivered to RD acceptable evidence allowing RD to release all RD MFIS/AMAS information needed to complete the respective fields in this Assessment tool for the purposes deemed necessary to allow review of the application for assistance I/we may have pending or are submitting for potential RD action.

12  A few words about the MFIS FIN1700 Report ◦ The MFIS FIN1700 Report is used in the template to create the data appearing on the Rents & Operation Page for the current budget and average of actuals. ◦ Separate projects that will be consolidated at time of transfer will each have their own FIN1700 report. The template will combine those on the Rents & Operations Page for you. ◦ The FIN1700 Report must be generated and saved in excel format to work. (see previous slide). ◦ The template will also work without the FIN1700 Report. The Customer can type data directly into the Rents & Operations Page.
