2 Headlines -1 This is the same level as Basic Regulation, i.e. legally binding; Effective start date is November 15th 2015; Applies to all organisations which are currently required to report MORs, i.e. includes Airport Operators, ANSPs, GHOs, Airlines etc.; Main objectives: Prevent accidents through reporting, analysis and follow-up of relevant safety information at industry, national and EU level Ensure continued availability of safety information (enhanced Just Culture) Improve information exchange within the EU

3 Headlines - 2 Organisations’ own reporting systems MUST be compatible with ECCAIRS; Organisations are expected to pay any costs relating to amendments to their own reporting systems – EASA available to provide advice and support to any transition; Organisations which do not have their own system will have access to a free online reporting portal; NAAs (CAA) are required to have an ECCAIRS compatible system – most NAAs (including UK CAA) are already using ECCAIRS; EASA and NAAs (through the ECCAIRS Steering Board) are finalising updates to ECCAIRS to facilitate the changes needed for the Regulation; ECCAIRS is a free system, costs relating to the development of it have been paid for by the European Commission; Introduction of VORs as well as MORs.

5 Headlines - 3 UK Airport Operators will continue to report MORs direct to UK CAA who will upload/ enter the report into their ECCAIRS database; UK CAA will pass this information on to the ECCAIRS European Central Repository (ECR); ECCAIRS/EASA will not be directly involved in the reporting process of Airport Operators incident reporting systems (or vice versa); EASA will use the data in the ECR in conjunction with NAAs to support safety analysis and safety risk management activity to support the European Aviation Safety Plan (EASp).

Compatibility with ECCAIRS is focussed on use of an agreed taxonomy (based upon the ICAO ADREP taxonomy); A DRAFT Reduced ADREP taxonomy (RIT) has been published for comment; The RIT contains some general mandatory fields and some incident specific mandatory fields; Once agreed, this taxonomy be fixed for 2 year periods, after this, there may be some minor amendments on a rolling basis, as required; Industry encouraged to engage with EASA to support taxonomy development and improvement

8 Headlines - 4 There are specific time constraints related to reporting, investigating and analysing incidents/data: Report within 72 hours of being made aware of an incident Investigate incidents within 30 days of being made aware of them In principle, final report no later than three months from the date of notification of the occurrence Airport Operators should also provide a Risk Classification for each occurrence Any existing Risk Classification Scheme/ Process can be used

9 European Risk Classification
From NAAs should also perform Risk Classification using the European Risk Classification Scheme (ERCS) Development of the ERCS taking place in ERCS designed to be easy and user-friendly so that it encourages wider use by industry – although this is not mandatory ERCS Development Group has membership from cross section of industry: ATM – CANSO and Eurocontrol NAAs – France, Spain and UK ARMS Developers and Research Organisations Airlines and Trade Organisations (AEA, EBAA, ERA, IACA, IATA) Airports (ACI Europe) and Manufacturers (ASD)

11 Compatible Reporting Means
Acceptable means available to facilitate compliance: Off-line reporting form (mostly for individuals, small/med organisations) On-line reporting form (mostly for individuals, small/med organisations) E5X file format (mostly for large organisations) Use of the ECCAIRS system Organisations can agree with their Competent Authority any other means that provide similar levels of completeness and quality of data, and use the ADREP taxonomy; Forms, On-Line reporting and upload of reports will be facilitated through a European Occurrence Reporting Portal; Practicalities of implementation means that a transition period is anticipated, organisations will not be penalised if they are not fully compliant on 16 November
