EIONET ANNUAL WORKSHOP Session 1 Streamlining the data – Towards a shared Water Information System for Europe Water Framework Directive Reporting Sheets – Development of WISE P. Hecq - EC, DG ENV.D.2

Objectives Provide guidance to fulfil the reporting requirements of the WFD. Define the uses to which information supplied can be put. Identify opportunities for the sharing of data and information Contributes to establishing a shared and accessible data and information management system Discuss the potential for coherence with other reporting mechanisms.
Guidance for reporting under WFD Takes account of existing guidance documents Clearly identifies mandatory and voluntary information No requirement for re-submission of information supplied for reporting under other measures
Guidance – Current State of play Guidance for 2004 reporting adopted by Water Directors in November 2003 Guidance for 2005 reporting currently being finalised –Structure based on reports prepared by international river conventions –Standard format for each section of the guidance
Technical approach Use of proven technologies to streamline reporting –GIS, databases and Internet Split the system into two distinct elements –Submission upload - a common base –View and Query - a single access point
Submission Upload MS and Commission access only MS can –Upload data, spatial, supporting documentation –View status of submissions Commission can –View and query submissions for each MS –Generate reports on status etc Will facilitate access to guidance documents, newsletters, notices etc
Automatic Processes Data will be submitted as XML, GML and shape files –Enables automatic validation of the data –Manual processes to ensure complete compliance and where possible issues Once accepted, data will move to the View and Query server
View and Query Provides WFD portal for central access of data Available to Commission, MS and public Different levels of access –Public access will be limited Will enable access to documents, map view
Submission Upload for 2004 MS and Commission access only Transition period for prototype until June 2005 MS –Will provide submissions of River basin districts, competent authorities, supporting boundaries, supporting documentation –Can amend and view status of their submissions –Will facilitate access to guidance documents Commission can –View and query submissions for each MS –Generate reports on status etc

Post 2004 oThe same method and processes oThe data requirements change o2004: Organisational structure o2005: Environment infrastructure oSubsequent: State of the Environment reporting oSeparate templates for each reporting requirement oThe data view will build up over time oTools will be developed to view data as required oNeed to allow for transition period and parallel approach, since 2004 and 2005 reports are already under preparation on paper-based formats (e.g. DOC- or PDF-files)
