Swiss CO 2 -Law (2000) Priority to voluntary measures Introduction of subsidiary CO 2 -levy on fossil fuels (2005) Commitment leads to exemption from CO 2 -levy (Art. 9) Eligible: large emitters, groups of companies and energy-intensive industries Legally binding commitment to reduce energy related CO 2 emissions Absolute reduction target for 2010, compliance period 2008-12

Reduction commitments First commitment with cement industry has been signed (Feb. 2003) Ongoing negotiations with major industries (~ 30 groups in 2003) Cap and trade Free allocation of allowances for 2008-12 according to negotiated CO 2 reduction commitments Annual retirement of allowances Trading Use of Kyoto mechanisms
