www.southwark.gov.uk Update on Early Education Developments (June 2015) Neil Gordon-Orr, Early Help Central Strategic Manager (neil.gordon-orr@southwark.gov.uk)

www.southwark.gov.uk Key Issues Two year olds Extension of free hours Early Years Pupil Premium

www.southwark.gov.uk School & Early Years Census – Summer 2015 More children in provision: 1,052 two year olds in free provision (620 in Jan. 2014; 64 in 2012). 5,539 three & 4 year olds in nursery provision (4,706 in Jan. 2014, 4,508 in 2012) – 2,819 (51%) in schools.

www.southwark.gov.uk Two year old offer 40% most disadvantaged two year olds entitled to free place - 15 hours Criteria – same as Free School Meals + low income working parents (up to £16k) 1,050 two year olds in free places in Southwark (out of estimated 1680 eligible) = 63% take up We need more good quality places.

www.southwark.gov.uk Two Year Old Offer in Schools Five nursery schools and two primary currently delivering 180 places (Rye Oak & Rotherhithe) – others planning to do so. From September, schools do not need to register separately with Ofsted to provide places for two year olds.

www.southwark.gov.uk Two year old offer funding Advice and funding (for refurbishment/equipment) available for schools to start up two year old places. Place funding (£6 an hour) claimed via school census and paid by schools finance. ‘Rising threes’ count as 2 year olds and can only be funded – on 2 year old rate - if eligible for free place

www.southwark.gov.uk Extension to 30 hours funding Government has published Childcare Bill – commitment to 30 hours free childcare per week For families where both parents are working only (or one parent in single parent family) – upper income limit of £150k. Planning to introduce from 2017. Many unanswered questions – impact on supply of places? Checking eligibility? Level of funding? Childcare or education? Equity? Commitment to consult through ‘Task Force’

www.southwark.gov.uk Early Years Pupil Premium Introduced from this term. Funding of £302 per year. Criteria same as free school meals – funding will be via school census.
