18 2015 MASS Div 60 Changes Made use of General Definitions found in MASS Division 10, Section 10.01 Utility Company – The entity (person, corporation, company, agency, or other) that furnished service(s) (including petroleum and petroleum products, electricity, sanitary sewer, communications, water, natural gas, traffic signal control and storm sewer) utilizing conduit pipe, wire, cable or other transmission lines. Utility Company was used in lieu of AWWU Why this is important – It allows us to control who and when another company can work on our infrastructure. We have an obligation to protect the health and well being of our customers above all else.

20 2015 MASS Div 60 Changes 60.01 – General Article 1.1 Scope of Work Added who is to act as the Engineer when an Engineer is not assigned that duty. This is for private systems Article 1.3 – Surveys Made survey incidental unless paid for under a bid item.

21 2015 MASS Div 60 Changes 60.01 – General Article 1.4 Definitions (NEW) Added definitions for common items stated in the following sections of Division 50 in MASS. Water Connection – water pipe and associated apparatuses from the point of connection to a water main to the terminus of the Utility Company maintenance responsibility, usually the property line or Utility Company easement. For copper water services the keybox is normally the terminus point of Utility Company maintenance requirements. Water Extension – typically it is water pipe and associated apparatuses on a parcel of land that begins where the Water Connection ends. A Water Extension typically ends five feet outside a building foundation. Service – connection, extension, and/or building piping from the Utility Company water distribution system to private property and typically to one structure Main Line – Water pipe servicing multiple customers usually within an easement or right of way under the maintenance responsibility of the Utility Company. Water Distribution System – Anything that is used to distribute potable water. Fire Line – A portion of the water service with no additional branches that has the primary purpose of providing fire protection inside of a building. Typically a service that originates at a mainline or at a valve downstream of a fire hydrant tee continuing directly into a building with a sprinkler fire suppression system. Water extensions that are four inches (4”) and larger will be considered a fire line for the purpose of pressure testing. Sewer – Non-domestic and domestic wastewater as defined in 18 AAC 72

Reduction of lead act for copper pipe and fittings (Public Law 111-380)

25 2015 MASS Div 60 Changes 60.02 – Furnish and Install Pipe Article 2.4 – Construction Water interruptions Defined the period of time the Utility Company (AWWU) has to figure out the water shut off impacts (14 working days) Provided the Contractor a basis of bid on what a shutdown means

Item F – Alignment and Grade Survey – Required a qualified line and grade person and gave the Engineer authority to remove unqualified line and grade person Item K – Detectable Warning Tape Warning tape burial has changed due to numerous comments received on 18”. Revised to a new minimum of 24” and a maximum of 36”.

28 2015 MASS Div 60 Changes 60.02 – Furnish and Install Pipe Article 2.5 – Flushing and Testing Added pre-disinfection (AWWA C651) Clearly stated order of testing procedures Did you know that we could back charge the Contractor for canceling a test without providing proper notice? This was in the previous versions of MASS.

29 2015 MASS Div 60 Changes 60.02 – Furnish and Install Pipe Article 2.5 – Flushing and Testing Item A – Pre-disinfecting Provide water piping fill parameters (1ft/sec) and wait 1 hour prior to flushing. Did you know AWWA C651 Requires a backflow preventer to fill the line? The Utility Company does not require this.

31 2015 MASS Div 60 Changes 60.02 – Furnish and Install Pipe Article 2.5 – Flushing and Testing Item B – Hydrostatic testing Added requirement to test at the highest end of the pipe when the elevation change is greater than 10 feet. This puts the testing requirement in line with AWWA requirements. The term of maximum allowable operating pressure was troublesome.

34 2015 MASS Div 60 Changes 60.04 – Furnish and Install Fire Hydrants Article 4.3 Materials Item 8 – Color didn’t change, but specification did. AWWA C502 requires the color to be per federal standards. This change was made to align better with the standard we prescribe, rather than making up a color “caterpillar yellow”. This is a good example of say what you do and do what you say. Prior 2009 R3, we didn’t do what we said, which was follow the AWWA standard C502

Pipe to valve/shutoff is to be done by flaring. E.g. no three-part unions What is good for the goose (no three part unions in the ROW – AWWU) is good for the gander (owner of the private water line).
