The Idaho Law Idaho Code 67-2320 – Professional Service Contracts with Design Professionals, Construction Managers and Professional Land Surveyors For projects with design fees over $25,000 – oEstablish and make available selection criteria and procedures oDevelop RFP/RFQ and publish notice oSelect “best qualified” firms and rank in order of qualifications oBegin negotiation on scope of work and fees with top ranked firm oIf the agency cannot reach a mutual agreement, move to the next firm on the list oWhen an agreement is reached, develop a contract Agencies may ask for firm rates, overhead multipliers but cannot ask for the fee or other costs. None of this information may be used in the selection process.
