1.  Install new air cooled high efficiency screw chiller (variable speed)  Install new fan coils with ECM motors and low temperature heating coils and proper outside air connection  Install new high efficiency condensing boilers  Install controls to do CW and HW temperature reset

2.  Change both CW and HW systems to variable flow  Install dedicated outside air units with energy recovery device  Consider add thermal storage on the chilled water system  Change to water cooled chiller and add water side economizer

3.  Consider a new control system  Install occupancy sensors in class rooms
