2 CBR Guidelines These Guidelines are intended to help CBR managers develop high quality programmes. Contain ideas and examples, to promote and illustrate up-to-date, practical strategies for community based-rehabilitation and community-based inclusive development

3 CBR Guidelines The Guidelines are inspired by the Convention on the Rights of Persons with Disabilities (UNCRPD). CBR programmes are guided by the general principles declared in Article 3 of the Convention.

4 UN CRPD Article 3 – General Principles (1/2)
(a) Respect for inherent dignity, individual autonomy including the freedom to make one’s own choices, and independence of persons; (b) Non-discrimination; (c) Full and effective participation and inclusion in society; (d) Respect for difference and acceptance of persons with disabilities as part of human diversity and humanity;

(e) Equality of opportunity; (f) Accessibility; (g) Equality between men and women; (h) Respect for the evolving capacities of children with disabilities and respect for the right of children with disabilities to preserve their identities.

7 CBR Matrix A comprehensive multi-sectoral CBR programme should cover the key domains of well-being: health, education, livelihood, social and the empowerment of people with disabilities and their families. The matrix has been developed to help CBR managers visualize the range and depth possible in a CBR programme. Each of the five components, have been divided into elements which a comprehensive CBR programme may address depending on local circumstances.

9 Chapters on the Different Components
HEALTH EDUCATION LIVELIHOOD SOCIAL - many CBR programmes have focused on basic physical rehabilitation, often ignoring the personal desires and social ambitions of individuals with disabilities EMPOWERMENT - Empowerment happens when individuals or groups of people recognize that they alone can change their situation and then begin to do so

10 CBR IN SPECIAL SCENARIOS
CBR and Crisis Situation - natural disasters, human-made disasters (conflict, war, technologic accidents, etc) CBR and HIV/AIDS - Need for CBR to participate in the response to HIV CBR and Mental Health - CBR has only recently started taking into account mental health issues and people affected by it are the most marginalized in any society CBR and Leprosy - The role of CBR programmes is to include people who have leprosy- related disability in the services they provide and promote the full inclusion of people with leprosy-related disability in the life of their communities
