1 Charter Schools Support Professional Development of Charter School Section 1002.33, Florida Statutes State Board Rule 6A-1.099827 and Extended Time for Intensive Reading Instruction

2 Charter Schools Support New State Board Rule 6A-1.099827, Charter School Corrective Action and School Improvement Plans Section 1008.33(3)(c), Florida Statutes rule to implement Section 1002.33(9)(n), Florida Statutes This rule outlines the process and procedures charter schools and sponsors must follow when a charter school is required to develop and implement a school improvement plan or corrective action. The rule also outlines the process for charter schools that have received two consecutive grades of “F” to request a waiver of termination from the State Board of Education.

3 Charter Schools Support Charter Schools Required To Submit SIP Plans: “D” or “F” schools must develop and submit a school improvement plan to sponsor. Three “Ds”, Two “Ds” followed by “F” or Two “Fs” within three year period must submit a school improvement plan that includes one corrective action.

4 Charter Schools Support Notifications: Department of Education releases the list of charter schools that meet the criteria… Broward’s Charter Schools:  Kathleen C. Wright Leadership Academy  RISE Academy II  Somerset Preparatory Academy Charter High at North Lauderdale  Touchdowns4Life Sponsor notifies, in writing, each charter school that is required to appear before the sponsor and submit a school improvement plan.

5 Charter Schools Support Notification shall include: Date, Time and Location of publicly noticed meeting Director/Principal and Representative of the Charter School Governing Board shall appear before the Sponsor Meeting shall be held no earlier than 30 calendar days/No later than 90 calendar days after notification is received

6 Charter Schools Support Notification shall include (cont): Date by which school must submit proposed school improvement plan to sponsor for review – no earlier than 30 days after notification is received Whether school is required to select corrective action May be delivered electronically with proof of receipt

7 Charter Schools Support Appearance Before Sponsor: Director and Representative of the governing board shall appear before the sponsor at publicly noticed meeting Director and Representative shall present a school improvement plan that includes, at minimum, the components identified

8 Charter Schools Support School Improvement Plans Requirements: “D” or “F” school but not subject to corrective action shall submit a school improvement plan that includes at minimum:  Mission Statement  Academic Data (recent 3 years)  Student Achievement Objectives  Analysis of Student Performance Data by Subgroup

9 Charter Schools Support School Improvement Plans Requirements (cont):  Detailed plan addressing each identified deficiency including specific actions person responsible resources timeline  Identify components of educational program NOT implemented as described in approved charter application/contract

10 Charter Schools Support School Improvement Plans Requirements (cont):  Detailed plan addressing each identified deficiency including specific actions person responsible resources timeline  Identify barriers to student success with detailed plan for addressing each barrier including specific actions person responsible resources timeline

11 Charter Schools Support School Improvement Plans Requirements (cont): Specific student achievement outcomes Improvement of at least 1 letter grade: NOT required to submit new SIP, but must continue to implement strategies identified in approved SIP and continue to report annually.

12 Charter Schools Support Approval Process: Sponsor shall approve or deny SIP. Sponsor shall notify the charter school in writing within 10 calendar days of it’s decision to approve or deny the SIP Sponsor shall deny a SIP if it does not comply with guidelines as outlined in subsection 4 of the rule If denied, the sponsor shall provide, in writing, specific reasons for denial and timeline for resubmission Charter School or Sponsor may request mediation if parties cannot agree on SIP

13 Charter Schools Support Monitoring of School Improvement Plan: Sponsors shall monitor implementation of SIP Annually, sponsor shall notify, in writing, each charter implementing a SIP of requirement to appear before the sponsor to present progress information of SIP that includes - date - time - location of publicly noticed meeting Director and Representative shall appear before the sponsor

15 Charter Schools Support Extended School Day for Elementary Schools for Intensive Reading Instruction 2012 Legislative Session, based on House Bill 5101 regarding extended instruction time beyond the usual school day for students who attend the 100 lowest performing elementary schools in Florida. Points for reading performance and for reading learning gains – calculated in the school’s grade based on Spring 2012 grades 3 – 5 FCAT Reading data - were summed for each elementary school, and the schools were ranked from lowest to highest based on the summed points value for the two components.

17 Charter Schools Support Legislative Initiative Requirements: Utilize scientific, research-based resources through integrated curriculum Instruction provided by teachers or reading specialists who are effective in teaching reading. Extended time is fully dedicated to intensive reading only

18 Charter Schools Support Intensive Reading Instruction Research-based reading instruction proven to accelerate progress in reading deficiency Differentiated instruction based on student reading assessment data Explicit and systematic reading development in essential reading components Extensive opportunities for guided practice, error correction, and feedback Integration of social studies, science, and mathematics text reading, text discussion, and writing in response to reading

20 Charter Schools Support Notification Requirements: Letter to parents/mode of notification explaining the additional hour of intensive reading instruction and enrichment beyond the usual school day Notification of new opening/closing times for 2012-2013 Entering 4 th and 5 th graders who scored a FCAT level 5 may opt out. Provide parents with contact info regarding this option.
