Re-introduction of Pre-Primary classes in Govt. Schools. No gender discrimination M&F Lit Dif 10%, NA 16.68% Timely Distribution of free Textbook and Uniform under RTE with the financial assistance from MHRD. Up-gradation of Schools , CBSE affiliation. Introduction of Lesson in Law Orientation Programme to the Students and Teachers. Quality measures: Content change, Revision, Qualified teachers QCI, NABET agreement Assistance to Minority Educational Institutions through MHRD. Science Stream in all Sr. Sec. Schools.

Winter Coaching Camp-bagged 1st position in class X and XII. Reward to 1st 2nd and 3rd toppers of class X, XII (Huma,Sci,Com,Voc) More Scholarship to Science graduates (Hike from Rs 1200 to 1600) Introduction of B.Sc stream in Namchi Degree College (150). 2nd Campus for Gangtok Degree College (200) Coaching for UPSC Exam, SSC exam (96+11). Vocational Education as MHRD approved Accepted GOIs NEET and JEE to avail All India quota in addition to the available quota seats to the State. Research and innovation: More Scholarships for Ph.D and M.Phil Concentrating on e- Learning: Computers to students KGBV established with the financial assistance from MHRD with Students

State is conferred with Commendation certificate from QCI for the initiatives taken by the State for Quality Education, Bridging the infra-structure gap and timely distribution of study materials. Notified the State Rules under RTE Act – 2009 in the month of August vide Notification No.06/GEN/ADM/HRDD, dated 9th Aug.2010. 2 Academic Authority State Council of Educational research and training (SCERT) as Academic Authority under section 29 of RTE as per notification no 223/Est-1/HRDD dated:30/09/2010 3 Protection of Child’s Educational Rights (SCPCR). Provisions of RTE Act is being incorporated in the notification of The Commissions for Protection of Child Rights Act (Gazette Notification: 21 December 2007) 4 Eight year Elementary Education Cycle The State has Grade 1 to 5 primary and Grade 6 to 8 upper primary. 5 No Detention. Policy is revised for No detention across the entire elementary level vide Notification No. 224/EST-I/HRDD, dated 30/09/2010 as section 16 of RTE Act. 6 No Board Examinations till completion of Elementary Education No Child require to pass any board examination till completion of Elementary Education as per Notification bearing No.229/EST-I/HRDD, dated 30/09/2010. 7 No Physical punishment, expulsion No corporal punishment and expulsion vide as per notification no: 226/Est-1/HRDD dated 30/09/2010. 8 Guidelines on private tuition ban. No teacher shall engage in private tuition as per notification no: 225/Est-1/HRDD, dated 30/09/2010. 9 Screening procedure and capitation fees. No school or person shall collect any capitation fee or subject to screening during admission process as per notification bears the 227/EST-I/HRDD, dated 30/09/2010.

Guidelines on minimum number of working days / instructional hours in an academic year. Directives specifying Daily teaching and non-teaching time table per day were issued through circular vide No.228/Est-I/HRDD dated: 30/09/2010 & 280/EST-I/HRDD, dated 23/11/2010 as per RTE Act. 11 Constitution of School Management Committee (SMCs) In all the State Government run schools, we have constituted SMCs as per the provisions of RTE Act 2009. 12 Shiksha Ka Haq Abhiyan HRD Department, Government of Sikkim, launched ‘Shiksha Ka Haq Abhiyan’ on 11th Nov One major component of the programme was the formation of 30-Members RTE Awareness volunteers in each Block in the State. These volunteers have been regularly visiting Schools and conducting programmes to make aware the teachers, students, SMCs ad public in general about RTE Act 2009. 13 Preparation of CCE Guidelines Since RTE Act 2009 and the State Rules on this Act came into force in 2010, HRD Department, has implemented the scheme of CCE. In the same year, Pedagogy Cell of SSA prepared a handbook in the form of guidebook has now been revised in 2012 academic session and the Revised Edition of this handbook has already been shared with Ed.Cil for their comments and suggestions. 14 Provisions of 25% Seat Reservation in Class I in Private Schools for Weaker Section and Disadvantage group of society. The implementation of this Section of RTE Act is under process. The government has constituted a Committee to identify the Weaker Section and Disadvantage group of society. On the advice of Law Department, we have written to North-Eastern and other States to share their views on this subject. On receiving their response, we will frame the guidelines on the implementation of this Section of the Act. 15 School Development Plan SSA wing of HRD Department, Government of Sikkim, has prepared a guidebook on how to prepare School Development Plan. The guidebook has been printed and distributed to all the blocks, Training Programmes on the concept of School Development Plan have also been conducted in all the Blocks. 16 Neighbourhood School Mapping This is in progress. The department has entrusted this job to an NGO and the NGO is working on it in collaboration with NEUPA, New Delhi. The report of this exercise will help us to find out the actual situation in respect of neighbourhood schools. 17 New Household Survey In order to make an assessment of requirement of primary and upper primary schools and also to estimate the number of ‘out of school children’ and other related parameters, the HRD Department has hired the services of Directorate of Economics Statistical Monitoring and Evaluation (DESME). The Directorate will be submitting the final report. 18 Inclusive Education for CWSN Assessment Camps have been organized and the CWSN have been identified. We have also made ‘Inclusive Education’ as one of the important components of Teachers ‘Training Programme’. The primary aim of this programme is to make all the teachers familiar about the new concept of Inclusive Education.

18 Special Trainings and its Centres
4 STRs are being run by NGOs at different districts. Out of 1044 Out of School Children , 893 Children enrolled in STR Centre and 619 Children have already been Mainstreamed during Special Training Materials have been prepared and provided to all the Centres.

21 Appointment of Resource Persons
Appointed 54 Resource Persons (Subject Experts) to provide on-site supports to the teachers at Sub-divison level. Appointed 18 Inclusive Education Volunteers to provide support to teachers to handle differently abled children in the class.

22 Community Mobilisation
The Hon’ble Chief Minister alongwith the Cabinet Minister, MLAs , HODs and Officers of HRDD in order to sensitize the students, teachers, parents, SMCs, PRI on RTE interacted directly with them in three districts. In his interaction he highlighted the provision of RTE act and the vision behind it. The teachers were directed to implement provision of RTE act in letter and spirit.
