11. Laboratories (Form 4) Laboratories refer to facilities or locations where drugs are produced, manufactured or otherwise prepared (including processing pits). These drugs include organic based substances such as cocaine, heroin, hashish, etc., as well as synthetic drugs such as amphetamine-like stimulants, methamphetamine and “designer drugs”. 12. Potential annual production capacity refers to the quantities of illicit drugs that the laboratory could have produced during the course of a year if it had not been seized and destroyed. For illicit drug trafficking –Generally speaking this means possession for the purpose of trafficking, cultivation, production (including manufacturing and processing), import/export, distribution and sale For illicit drug possession –Illicit drug possession refers to possession not related to trafficking.
