2 What is CICDAT? It is the statistical information system on control of the drug supply area It shows the illicit drug trafficking situation in the Hemisphere It is a support tool for the Multilateral Evaluation Mechanism It stimulates the establishment of inter- institutional networks within countries so as to obtain national figures It uses standardized questionnaires for the collection of information OID-CICAD / OAS

6 Seizure Seizure means temporarily prohibiting the transfer, conversion, disposition or movement of property or temporarily assuming custody or control of property. OID-CICAD / OAS

7 Drug Seizures (Form 1) The more common drugs, grouped by: –Opiates –Coca leaf and its derivatives –Cannabis leaf and its derivatives –Psychotropic substances –Other Number of Seizures –By drug –Total (  Seizures per drug) OID-CICAD / OAS

8 Seizures of Chemical Products (Form 2) Controlled Chemical Substances includes chemical substances listed in CICAD’s Model Regulations as well as other chemical substances not included in CICAD’s MR but controlled by the reporting country A – Chemical precursors B – Chemical products (no precursors) C – Raw materials or consumables D – Pharmaceutical products – Very extensive list OID-CICAD / OAS

11 Laboratories (Form 4) Laboratories refer to facilities or locations where drugs are produced, manufactured or otherwise prepared (including processing pits). These drugs include organic based substances such as cocaine, heroin, hashish, etc., as well as synthetic drugs such as amphetamine-like stimulants, methamphetamine and “designer drugs”. OID-CICAD / OAS

12 Potential annual production capacity refers to the quantities of illicit drugs that the laboratory could have produced during the course of a year if it had not been seized and destroyed. 16 For illicit drug trafficking –Generally speaking this means possession for the purpose of trafficking, cultivation, production (including manufacturing and processing), import/export, distribution and sale For illicit drug possession –Illicit drug possession refers to possession not related to trafficking. The specific offences are defined by domestic legislation and can include but are not restricted to personal use or consumption among others.
