2 ENTR G3 ENTR F3 Priority Area: Improving Europe's waste management regulatory framework conditions and excellence (WP4) Objective To improve the legal framework for both products and waste and other resource efficiency policies, in support of EIP objectives Legal framework (products) Legal framework (waste) Standardisation/certification New business models Knowledge 2020 targets Enhanced efficiency in material use Secondary raw materials knowledge base with raw materials flows and trends

3 ENTR G3 ENTR F3 Priority Area: Improving Europe's waste management regulatory framework conditions and excellence (WP4) Legal Framework – Products – Specific actions Eco-design Directive Complement energy-efficiency approach and systematically include a raw materials dimension in Eco-design Directive Include principles of Service life time and Design for recyclability as general requirements Recycling certificates Investigate need to set minimum recycled content rates for certain materials/products and a (legal) framework for a EU-wide system for trade in recycling certificates

4 ENTR G3 ENTR F3 Legal Framework – Waste – Examples of Specific actions Sophisticated and Qualitative targets New targets based on: –Waste hierarchy –Environmental impacts –Raw materials specifications Targets' achievement calculation to be harmonised Landfill (and incineration ban) for recyclable waste E.g. wood and paper Accompanying support of innovation in sorting and recycling technologies of materials/residues not recyclable today Priority Area: Improving Europe's waste management regulatory framework conditions and excellence (WP4)

5 ENTR G3 ENTR F3 Legal Framework – Waste – Examples of Specific actions Collection rates and quality of collected materials Help better implement EU Waste Framework Directive with regard to: –"Obligation" to collect paper, metals, plastics and glass separately by 2015, to improve quality and quantity of recycled materials –Minimum re-use and recycling of overall 50% by weight by 2020 Identify existing waste collection systems and good practices Waste Shipment Inspections Prevent illegal shipments of waste from EU to non-EU countries by: –Facilitating targeted control of high risk shipments at EU ports, by: »a risk approach, based on type, origin, destination of material »second-hand goods in customs codes –Better collaboration and sharing of information between EU ports Certification for end-processing/recycling facilities EU legislation establishes framework Specific requirements developed in applications-specific standards Inspection and certification by independent certifiers accredited by EU authorities Priority Area: Improving Europe's waste management regulatory framework conditions and excellence (WP4)

6 ENTR G3 ENTR F3 Standardisation – Example of Specific actions European standards for treatment of WEEE Enhance WEEE standards under preparation by CENELEC and cover end- processing of WEEE fractions for recovery of high value/critical raw materials: –Research existence critical raw materials in specific types of WEEE –Draft set of requirements and lodge with CENELEC New Business Models – Example of Specific actions Infrastructure for end-of-life consumer products Action to address failure of current collection systems for certain end-of-life products, containing technology/critical metals Gather information and benchmark existing systems (e.g. deposit systems, leasing models) Pilot business models and infrastructures, then extend them to more products/regions Priority Area: Improving Europe's waste management regulatory framework conditions and excellence (WP4)

7 ENTR G3 ENTR F3 Priority Area: Knowledge and skills on raw materials (WP 3 & 4) Knowledge – Examples of Specific actions Material Declarations for electrical and electronic equipment and monitoring e-waste flows Encourage EU standardisation of "bill of material information" across supply chain Accompanied by advanced ICT technologies to trace waste/include relevant info to maximise recovery and improve control of flows Possible pilot for particular e-waste streams Raw materials partnerships Industry-led (parties from mining, processing, recycling, application, public sectors) Exchange knowledge on both primary and secondary raw materials Focus on limited number of key raw materials Adapted to each value chain
