3 GENERAL CONTEXT  International level: UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (2005); Resolution on Culture and Development, adopted by the UN (December 20, 2010)…  Regional level: Pan African Manifesto (Algiers, 1969); Plan of Action on Creative and Cultural Industries in Africa (Algiers, 2008); Cultural Charter for Africa (Port Louis, 1::976, Nairobi, 2005)…

4 HOW DID WE GET THERE? While other sectors have managed to developed rational arguments to explain how they are essential for development, cultural sector suffers from the weakness of its arguments.

7 CONCLUSION In time of international economical crisis, States and FT Partners more than ever insensitive to the famous “cultural exception” argument. A cultural operator who disagree or is incapable to renew the argumentation on culture & development has to accept the actual situation, and also to be instrumentqlised for political purpose. And this is the real danger for arts and culture.
