6 Ministry of Land, Infrastructure, Transport and Tourism 5 New IT Reform Strategy(adopted by IT Strategic Headquarters in January 2006) The world’s safest road traffic environment —Reducing traffic fatalities to 5,000 or below— Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society (IT Strategic Headquarters; founded in January 2001 under the IT Basic Law) IT Strategic Headquarters, the government's decision-making institution regarding IT policy, is directed by the Prime Minister and consists of related ministers and experts. Cooperative vehicle-highway ITS project as national policy ・ Large-scale proving tests, verification, and evaluation ~ ITS Safety 2010 ~ (2008 March) ・ Nationwide deployment, primarily at locations of frequent traffic accidents (2010) New Strategy for the Digital Era: Three-Year Emergency Plan (April 2009) i-Japan Strategy 2015 (decision of IT Strategic Headquarters) (July 2009) These policies aim to promote the widespread adoption of next- generation onboard units and establishment of roadside equipment in the field of ITS, which is expected to decrease the environmental burden, reduce traffic accidents, and improve the efficiency of distribution.

Ltd Actual deployment of ITS Standards and specifications have been developed through public-private joint research toward the widespread use of DSRC in Japan. On the base of this joint research, on-board units are ready to come to the market by private sector this year.
