6 th AASHTO International Day Stockholm International Fairs & Congress Centre 21 September 2009 Cooperative Vehicle Systems Progress from Around the World Australia Stewart Jones –General Manager, Road Transport Policy Reform Branch Infrastructure & Surface Transport Policy

Introduction/Recent Developments Australia is a federation, with most legislation and administration of transport at the state rather than federal level. States own and manage the roads network. Consequently, consultation and cooperation are ongoing requirements among governments, and with key industry stakeholders. The last year has seen considerable progress in Australia in the diversity of engagement with ITS applications, including in respect of cooperative vehicle systems. We’ve been expanding, and joining up more comprehensively, all the key stakeholders.

Cooperative ITS Applications in Australia April 2009 – formation of Austroads Cooperative ITS Steering Committee – to guide government activity at the national level with respect to the development and introduction of cooperative ITS in Australia The committee has established an industry reference group that includes peak industry bodies, ITS Australia and others A significant initial focus is to secure the 5.9Ghz bandwidth for ITS use in Australia, leading the engagement with the current licence review of the Australian Communications Media Authority August 2008 – launch of Australian Dedicated Short Range Communications Cluster – an industry led organisation including universities, automotive manufacturers and telematics companies

Cooperative ITS Applications in Australia In recent months, AusDSRC has linked closely with ITS Australia, and will provide secretariat support for the Industry Reference Group of the Austroads Cooperative ITS Steering Committee Australasian Intelligent Speed Assist Initiative To stimulate, support and facilitate the uptake, improvement and maintenance of Intelligent Speed Assistance in Australia Cooperative effort of Australian governments and Transport Certification Australia Objectives include : facilitating and guiding the development of speed limit data sets; and increasing the awareness of Ministers, road and transport authorities, motor vehicle manufacturers and road users of the benefits of ISA

Cooperative ITS Applications in Australia Railway Level Crossing Applications Crashes at railway level crossings estimated to cost in excess of $100 million per year and represent almost 50% of total rail death toll A range of work is proceeding to consider means of providing active protection for level crossings ‘Radio Break-In’ project Improving safety at rail level crossings through use of DSRC to receive warning of up-coming crossings and approaching trains Intent is to trial both fixed railway crossing transmitters and in-train mobile transmitters in conjunction with receiving devices on trucks

Cooperative ITS Applications in Australia Other developments Intelligent Access Program now mandated in two states – access to an extended higher mass limits network for heavy vehicles in exchange for GPS monitoring to ensure compliance with an agreed network National Transport Commission work program developing telematics based approaches to heavy vehicle driver hours management and heavy vehicle speed management applications Thank you
