Project «Environmental Indicators to monitor the state of the environment in Uzbekistan» A joint project of the Government of the Republic of Uzbekistan and United Nations Development Program (UNDP) Implementing Agency – Goskomprirodi Project Duration: Phase 1: April 2004 – January 2006 Phase 2. January 2006 – May 2007

PHASE 1

System Purpose To improve the quality of unified national monitoring of the environmental state For more effective decision-making in the field of nature protection as well as nature resources use, and performance of the nature-conservative measures Improve Environmental Reporting

Project Phase 1 “Environmental Indicators to monitor the state of the environment in Uzbekistan” Guideline on application of environmental indicators Agreement with Goskomprirodi and data providers about data share for EIDB Environmental Information System (EIS) Environmental Indicators Database (EIDB) with website Suite of indicators (91 indicator) Project results

Project Phase 2 «Enhancement of the Environmental Indicators Database (EIDB) with GIS application to monitor the State of the Environment in Uzbekistan» GIS system integrated with EIDB Internet based Cartographic System, integrated with EIS and available through website. Environmental Information Metadatabase EIMDB Capacity building of local specialists for GIS and EIS. Bulletin of the environmental state in Uzbekistan Uzbekistan Environmental Situation Atlas Uzbekistan Environmental Situation and International and National Assistance Map Expected Project Results

EIS Project National GIS Vector/Raster Maps Satellite images Digital Elevation Models Other…. Environmental Indicators database (EIDB) Web Portal http://eis.uznature.uz 91 monitoring indicators Themes: air, water, land energy, climate change, waste, health Metadatabase International standards: ISO19115 ISO19235 Search system Users Environmental Information Contents: Thematic maps, Tables, Graphs, etc. Data providers GIS Integrated with EIDB

I. Integration of GIS with EIDB: -ArGIS software was acquired and installed ; The necessary Uzbekistan base raster maps were obtained, installed and set up in accordance to EIS requirements; The necessary scripting and routines for interfacing of the EIDB with ArcGIS were developed; The necessary georeferences for all mapping indicators from EIDB were determined, created and inputted; The module for creation of thematic maps according to indicators were developed. Obtained outcomes

II. Integration of the Internet Mapping System (IMS) into Environmental Information System (EIS): The Internet Mapping System was installed, set up and configured; the IMS was integrated with the EIS and made it accessible via the EIS web site to deliver maps and layered environmental indicators information via the web and offline; The interface for MySQL database to establish streamlined data exchange was created. Obtained outcomes (interim)

III. Creation of the Environmental Information Metadatabase (EIMDB) for cataloguing, searching, retrieving and sharing Environmental Indicators Information and maps via the web and offline The metadata schema was defined; The metadatabase structure was defined; Set up of metadatabase; Set up of web user interface.

Obtained outcomes IV.New set of environmental indicators for Uzbekistan, consisting of 52 indicators (23 international and 29 national): А. Air pollution and ozone layer depletion -3 B. Water resources – 13 С. Land resources – 12 D. Biodiversity – 4 E. Wastes – 6 F. Energy – 4 G. Aral sea – 2 H. Climate change – 3 I. Public health - 5 Set of indicators are given in Annex 1

V. Environmental map for Donors The database of implemented/implementing projects on the territory of Uzbekistan by international and national donors for last 10 years was created; The first version of the environmental map with regional distribution of the most critical environmental problems and dislocation of the national and international projects implemented/ implementing on the territory of Uzbekistan for last 10 years was created. Obtained outcomes (interim)

VI. Environmental bulletin of Uzbekistan The bulletin’s design and table of content were developed according to main environmental problems and groups of indicators; The tables, graphs and diagrams on the basis of environmental indicators from the EIDB were prepared; Data analysis and bulletin text content is being developed. Obtained outcomes (interim)

VII. Uzbekistan Environmental Atlas Design was determined and the content of the Atlas was created; Descriptions of environmental condition of Uzbekistan in general and Andijan region were prepared. Obtained outcomes (interim)
