5 OBJECTIVE Part of the Content Development work under the ITU Academy Concept document was developed mapping out full scope of what the QoSTP must look like ITO modules Project being managed by a Task Force composed of Standardization Bureau, RME and HCB( Coordinator) To provide ITU membership with capacity building solutions in all areas of QoS; To offer certification/accreditation at completion. 5 5

11 IMPLEMENTATION PROCESS Identification of subject-matter experts within the global QoS community Preparation of high-level training materials by experts;(Recruited) Quality Assurance Process; At least two Reviewers for each Module ( Voluntary) Editorial Process Establishment of partnership with universities and other partner institutions in order to deliver the QoSTP and provide accreditation/certification There is an intention to transform training materials into multimedia content. Subject to availability of funds 11

12 Where are we? All Modules have been developed, and the first draft are in. SG12 of ITU-T has agreed to review modules d so far developed. We are open to other reviewers to propose/indicate modules they would be willing to review An observation has been that the Content is weak on Regulatory aspects of QoS.( it is more technical) We are seeking experts with Regulatory experience to assist in the Review Process and comment on how modules could be improved with regulatory input. We have proposed to Add a Stand alone Obligatory Module on Regulation; and also to have some Regulatory standalone Elective Modules in areas such as Consumer Protection, net neutrality. 12

13 A CALL FOR CONTRIBUTIONS TO THE DEVELOPMENT OF QoSTP ITU-T and its Study Groups (primarily SG12); ITU-D and its Study Groups (e.g. dealing with relevant QoS standards); organizations participating in running of the ITU CoEs in various regions; national regulatory authorities (NRAs), especially those who already have their national QoS training programmes and facilities; regional telecommunication organizations (e.g. CEPT); universities and research centers; organizations and companies which currently run educational programmes for QoS sector-specific industry associations (e.g. IETF, 3GPP); companies prominent in the field of telecommunication equipment, especially producers of QoS software tools, QoS monitoring equipment, wireless network (e.g. drive-test) equipment manufacturers 13
