4 Reasons for low EP Ratio The Low EP Ratio has been a matter of concern for Election Machinery in Daman & Diu. It had been found that the primary reason for the Low EP Ratio is existence of large number of migrant industrial laborers residing in Daman & Diu As per the Commission’s guidelines it was decided that any person who is otherwise eligible to be enrolled in the Electoral Roll and ordinarily resides in Daman and Diu should be enrolled. Challenge – Migratory laborers not having Residential documentary proof.

5 Steps for Awareness 1.Instruction to local cable operators and Cinema Hall by DEO/ERO/AERO 2.Press release for voters information and awareness for Special Summary Revision of Photo Electoral Roll and Election. 3.Video Campaign through local TV Channels. 4.Handbills Distribution through out the district with the help of News Papers distributors/Vendors 5.Hoardings and banners at prominent places. 6.Display of posters at public places/offices and industrial area. 7.SMS for creating the awareness for the Special Summary Revision of Photo Electoral Roll and Election. 8.House to House survey be conducted in the areas in which migrant labourers were residing, giving copies of Form – 6 to such residents whose names were not already enrolled in the electoral roll – 9.Special Camps were also organized at 7 locations in the industrial areas. 10.Special Camps were also organized on 09 th & 16 th March 2014 at all polling station in accordance with the directions of the Commission. 11.Meetings were also organized with members of Daman Industrial Association and labour contractors.

6 Outcomes & Strategies of the above efforts The above efforts led to a receipt of total 27442 Form-6 in Special Summary Revision and Continuous Updation. Scrutiny of these forms was carried out by ERO with a team comprising of BLOs, Supervising Officers, Deputy Collectors and AEROs in a mammoth Exercise. All applicants whose applications were found to be complete were called for personal hearing at the level of ERO/AEROs. Wherever relevant documents were attached alongwith application form, the names of the applicants were included in the electoral roll based on personal hearing. In respect of applications which were otherwise complete, but where relevant documents pertaining to residential proof were not attached, but the “ ordinarily resident” status was confirmed from the report of the BLO of the concerned area, a second verification by another BLO was conducted and was monitored by Supervisory Officer of all the cases where both BLOs had given a positive report regarding “ ordinarily resident” status of the applicants, the applications were accepted and such names were included in the electoral roll. However 10% of such cases were randomly further verified by Deputy Collector.

7 Final Results of Summary & Continuous Updation before the General Election - 2014 Projected Population (2014) is 282524 EP Ratio at the time of Draft Publication is 33.6% 7060 voters were enrolled during the Special Summary Revision and 9728 voters were enrolled during the Continuous Updation and before the General Election to Lok Sabha – 2014. Total Voters registration 16788 Total Percentage of increase on Draft Roll is 17.63% Total Numbers of electors after the Continuous Updation is 111817. EP Ratio electors after the Continuous Updation is 39.2% The EP Ratio rose from 33.6% to 39.2% because of the efforts of the team led by ERO in just an 8 month exercise.
