4 2nd US-China Computer Science Leadership Summit, July 11,2008, Arlington, Virginia, USA The Development Phases of the Computer Science Faculty of the Universities in China Early P. R. C. Time (1950s-60s): There were first generation of faculty members led by the leaders with experience in USA, UDSSR and Europe. Cultural Revolution Time (1960s-70s): With the difficult time of education, the faculty teams had less research experience. Early Opening Time (1980s): The new faculty members with doctor or master degree were recruited; And large number of faculty members had been dispatched to USA, Europe and Japan for learning new technology. IT Bubble Time (1990s): It was difficult for universities to get good quality faculty members, because most of good graduates came to IT companies with high incoming. New Century Time (2000s): With improvement of treatment and condition in universities, new generation faculty members with good quality, doctor degree and international study experience are recruited. In key universities, the positions of faculty become more and more attractive and competitive.

The School of Computer Science and Technology (SCST) at HIT is one of the strongest CS schools/departments in the universities in China. Policy to develop the faculty teams in the SCST at HIT: Good treatment and strict recruitment of faculty More freedom for research and more promotion chances for faculty Team organization and cooperation across multi-units/multi-disciplines More guidance and help for young faculty to do research and teaching Incremental evaluation and working pressure of faculty Wide platform for faculty to play the roles Help faculty to have international collaboration

What is the role of international collaborations in faculty development? How do we think about the roles of dean for developing the CS faculty of the universities?
