Cleaner Production Proposal for a continuing education of university teachers Eva Pongrácz University of Oulu Department of Process and Environmental Engineering

Cleaner Production project objectives Project coordinated at NorTech Oulu –To create a Clean technology educational programme and strategy for the Barents area The subject of the educational programme is a broader Cleaner Production concept including: –Best available technologies – Environmental Management –Eco-efficiency & extended producer responsibility The proposed structure of the study programme is modular, with distinct engineering and management modules –The inclusion of management subjects had been a special requirement of the Ministry of the Environment Modular design based on the structure of our Master level studies after the Bologna process

The structure of B.Sc. and M.Sc. Studies in the Bologna system Basic studies P 100 p Module OV2 preparing for specialization 20 p Supplementary module T1 20 p Module OV1 preparing for specialization 20 p B.Sc. work and seminar K 10p Facultative studies V 10 p B.Sc. level M.Sc. level Supplementary module T2 20 p Supplementary module T3 or advanced module A2 20 p A1 specialization module 40 p M. Sc. work D 30 p Special module E 10 p

Proposed structure for Cleaner Production M.Sc. degree Foundation in B.Sc. level M.Sc. level Advanced module 1 20 p Theory module 20 p Special module 1 10 p Individual work 30 p Basic management or technology module 20 p Advanced module 2 or special module 2+3 20 p

Basic modules Theory module Environmental science, ecology, ecotoxicology, environmental legislation, environmental law and ethics Basic modules –Technology module material flows, eco-efficiency, monitoring and measuring, green materials, basics of industrial wastewater- and energy management –Management module EMS, eco-labelling, LCA, supply-chain management, green purchasing, reporting methods

20 point advanced modules Industrial Ecology and Green Chemistry –including Design for the Environment, environmental catalysis and Life Cycle Assessment Waste minimization in industry –with practical examples on the use of Best Available Technologies Water- and wastewater engineering Environmental management and economics

10 point special modules The 10 point special modules include courses to deliver deep knowledge in a specific subject. –Waste treatment technologies –Separation technologies –Air pollution control –Energy management –Biotechnologies –Environmental business –Human resources management –Quality management –Environmental management in Small- and Medium-sized Enterprises

CP’s most wanted list Environmental problems of the region39 Environmental ecology33 Monitoring and measuring methods30 European environmental legislation30 Basics of waste management29 Environmental Management Systems27 Design for the Environment26 Environmental education26 Environmental law and ethics24 Mechanical-, biological- chemical- & thermal waste treatment 24

CP’s also wanted list Total Quality Management21 Reporting methods (Balanced Scorecard)20 Business from waste20 Life Cycle Assessment19 Environmental risk and impact assessment19 Resources management19 Waste Management Theory/ Waste management hierarchy 18 Environmental economics18 Eco-efficiency17 Basic industrial energy management17

Least wanted or least recognized? Energy from waste/ bio-energy14 Green Chemistry & Environmental catalysis10 Industrial energy management10 Eco-Labelling/Eco-mapping10 Separation technologies (extraction of solid from liquid, liquid from gas or liquid) 9 Ecotoxicology9 Valorization of biowaste9 Material flow analysis8 Bioprocess engineering7

Requested in addition ClimatologySocial ecology Physical and chemical basics of technology processes Medical waste treatment Waste minimization in forestry/ forestry waste management Information technology in waste management Waste minimization in construction Environmental protection in mining industry National strategies and international legislation in waste management International environmental movements

Autumn seminars One week seminar, where some of the environmental concepts will be introduced Most of the subjects to be presented belong to the curriculum of Oulu University 9-10 subjects to be presented 2 different weeks, some of the basic courses are the same, however, one week could be more technological oriented, the other more management oriented In addition, it was requested that an industry visit to be included in the programme

Suggested programme 1 - More focus on technologies 1.Environmental problems of the region 2.Environmental science/ecology 3.Environmental education 4.Relevant European environmental legislation 5.Waste management/WM hierarchy 6.Design for the Environment 7.Industrial Ecology 8.Green Chemistry and Engineering 9.Environmental risk and impact assessment 10.Monitoring and measuring methods

1.Environmental science/ecology 2.Relevant European environmental legislation 3.Environmental education 4.Social ecology/environmental ethics 5.Environmental Management Systems/Eco-mapping 6.Environmental risk and impact assessment 7.Total Quality Management/Lean Production 8.Reporting methods/Balanced scorecard 9.Basics of waste management 10.Design for the Environment Suggested programme 2 - More focus on management

Summary Main attention is to be given to provide knowledge to manage environmental affairs within the industry by application of proper methods, tools and technologies. Most of the courses were taken from the most requested list, however, an additional course is suggested to both programs as we felt that they are significant and our university can offer significant expertise on it. Apart of the “hard values”, such as technologies, processes, and management skills, it is also important to address the “soft values”, to raise awareness and improve attitudes.
