4 Click to edit Master title style Minority Participation R&A was the Prime consultant on two contracts with the City of Chicago from 2002 to 2006 (other contracts preceded these). One contract was a Target Market Contract and the other a Non-Target Market Contract. City of Chicago Target Market contracts limit the Prime to those qualified as an MBE or WBE. R&A served as the MBE and exceeded the contract’s requirements that 50 percent of work must be performed by the Prime. Thus, MBE participation on Target Market was greater than 50 percent. The Non-Target Market contract had requirements of 25 percent for MBE participation, 5 percent for WBE participation, and 30 percent for DBE participation for the portion of work that utilized federal funding. R&A met or exceeded all of these goals. R&A currently holds two City of Chicago contracts that were issued in 2007 – Target and Non-Target. Participation thus far is exceeding all goals.

(R&A), was retained by the Hillsborough County Aviation Authority to revise the long-range development plan for Tampa International Airport, recognizing the post-September 11, 2001, operating environment, emerging and foreseeable changes in the aviation industry, and profiles of future demand at the Airport. As part of this effort, level-of-service standards are being developed specifically for the Airport to foster an understanding of the relationship that exists between demand, capacity, and customer service. To accomplish this, a rigorous demand/capacity assessment of the terminal and landside systems is being conducted using ground transportation and passenger flow simulation analysis. Through this process, R&A identified requirements for the airfield, terminal, and landside components, including the ground access network, to accommodate future demand growth. R&A established specific activity triggers that the Authority will use as indicators to implement future capital improvements. In order to provide the added capacity needed to serve future demand growth, opportunities for optimizing the use of existing facilities were also assessed.
