HECKMANN Chief, Business Operations Division The VISA Credit Card has changed to the Government Purchase Card (GPC) Program. The GPC is used by cardholders for authorized government purchases, subject to an established transaction amount, billing cycle amount, and merchant code limitations. The DOC Credit Card Team and DOD Army SOP are the only authority to provide credit card officials with official guidance on the authorized use of the GPC. Newspaper articles, magazines, merchant brochures are not official authorized guidance.

5 Pay And Confirm Notifying The DOC Credit Card Team Of Payments Processed In ACCESS
BO’s/ABO’s shall certify payments in care by the 5th calendar day after the end of the billing cycle. Cycle date is the 19th of each month. Accounts 60 days past due will result in all cardholder accounts assigned to the prime official being suspended until payment along with all penalties and interest have been paid to US bank. It is critical that each BO have at least one alternate to process payments in Access. Please contact the DOC Credit Card Team if you are experiencing difficulty with certifying your monthly payment. The Army has adopted the policy of certifying the billing statement for payment before all items submitted for payment may have been received. This process is called “Pay and Confirm.” Each AO shall establish a system to flag & track all transactions that have been certified for payment w/o proof of receipt & acceptance. This procedures will ensure that all transactions that have been reconciled & approved for payment will have receipt verified no later than 45 days after the date of the original billing statement. If receipt & acceptance cannot be verified, then the CCH shall protect the Governments rights by disputing the transaction. The formal dispute must be filed prior to 60 days after the date of the billing statement.

6 Your Unique User Name And Password
Billing Officials (BO): Turn forms in with request for user name and password from bank within 7-10 days. You are the only individual authorized to use your user name and password. There are no exceptions! Prime billing officials and alternate billing officials will have separate user names and passwords. If you do not have an alternate, then you will always need to be available to process your monthly billing statements. Cardholder: Once card is received, you will need to self register and complete on-line registration. NOTE: CARE HELP DESK NUMBER ( ) Protect your User ID and Password. Cardholders self register for user ID and password AO user ID and password is requested by the DOC ALL Billing official accounts are deactivated if they remain inactive for six consecutive months in CARE!

7 Cardholder’s Approve Purchases Or Billing Official’s Can Approve On Behalf Of The Cardholder
Cardholders Should Make Every Effort To Approve Their Purchases In AXOL If The Cardholder Is Unavailable, The Prime Or Alternate Can Approve Purchases On Behalf Of The Cardholder. Prime Or Alternates Are Not Authorized To Provide The Cardholder With Their Unique Id’s And Passwords To Approve Cardholder Purchases. Approving Officials should view their CARE accounts to ensure that cardholder’s are accessing CARE to approve transactions throughout the billing cycle timeframe. IF THE CARDHOLDER FAILS TO APPROVE THEIR PURCHASES 15 DAYS AFTER THE 19TH OF EACH MONTH, THE SYSTEM WILL AUTOMATICALLY LOCK OUT THE CARDHOLDER AND THE PRIME OR ALTERNATE WILL HAVE TO APPROVE ON BEHALF OF THE CARDHOLDER.

10 $ Rebates $ Billing account cycle ending date will remain the 19th of each month (unless the 19th is on a weekend) Rebates are based upon how fast the BO processes and pays the monthly billing account statement (bas). The rebates are posted as a credit to the cardholder’s account at the end of each calendar quarter. AXOL will allow BO to pay their monthly billing statements over the internet after the 19th of each month, and obtain the highest possible rebates for their accounts. APPROVING OFFICIALS: You are required to certify cardholder statements within five business days of the end of each billing cycle per DA.

11 Introducing Access® Online
Cardholder and Billing Official Training Introducing Access® Online: Cardholder, Billing Official and Approving Official Training Access Online is a web-enabled purchase card program tool that gives you the ability to view cardholder statements, transaction information, and account profile information. You can easily change your password, authentication question and address. One of the more impressive features is the cardholder statement notification. Once your statement is available in Access Online, you can receive an notification of the statement’s availability. Billing and approving officials can also receive notification of managing account statement availability. You can also use Access Online to create manual orders, match orders and transactions, and reallocate transactions.

Change your password every 60 days View statements online Receive notification of statement availability Have transactions final-approved by a billing official Combine reallocation and order and transaction matching New Access Online Concepts In Access Online, you need to change your password every 60 days for security reasons. You can view your statement online. You can also receive an to let you know your statement is available in Access Online. Your transactions need to be final-approval by a billing/approving official. You can reallocate a transaction and match an order to the transaction using the same transaction management function.

Password Logging In The first time you log in to Access Online, and every 60 days after that, you must change your password. The first time you log in, you must also view and respond to the licensing agreement. Simply click the I Agree button to continue. (The license agreement is not shown in this section.) Instructions: Type your organization short name, your user ID, and your password in the corresponding fields. You organization short name is a code that identifies your company in Access Online (e.g., ARMY, USAF, ACME). The fields are not case sensitive. Click the Login button. Tip! Remember to use the Forgot your password? link to reset your password after your second failed login attempt to avoid being locked out. Also, if you do not know your organization short name, contact your A/OPC.

Account Link to List of Transactions Viewing Transactions You can access a list of transactions in two ways: One—Using the account number link in the Account Activity box (as referred to in the Navigation Basics section). Two—Using the Transaction Management high-level task. Instructions: Select the Transaction Management high-level task on the Left-Column Navigation Bar. Click the Transaction List link on the screen that displays. You can view a list of your transactions for the current (open) cycle and the past six closed cycles, as well as available details for each transaction. (The amount of detail information depends on the level of information the merchant passes with the transaction.) Link to Transaction List Transaction Management

Search Criteria Transaction List The transaction list has three sections that you can navigate using the + icon (to open a section) and the – icon (to close a section). This feature lets you view only the section you want to. The three sections are: Card Account Summary—Includes account number, account name, billing cycle selection and account status. You can select a specific cycle or all cycles. Search Criteria—Includes search fields that you can use to filter and view-only the transactions you want to see (e.g., only transactions over $1,000). Transaction List—Includes a list of transactions that meet the cycle selection and search criteria. The next slide shows your transaction list. Transaction List Transaction Management

Links to Transaction Detail Transaction List The transaction list displays a list of transactions, including approval status, transaction date, posting date, merchant name, transaction amount, and accounting code. You can click the date link (in the Trans Date column) to access additional detail. Instructions: Click the date link (e.g., 05/20) in the Trans Date column. A series of tabs displays additional detail. (See next slide.) Transaction Management

The elements of the detail screen include: The account number and cardholder name. Transaction summary information for the selected transaction. Additional detail on each tab, including the Summary tab. The Summary tab includes additional transaction detail, merchant information, reference information, extract details, and currency information. Instructions: Click the Back to Transaction List link to return to the transaction list. To dispute the transaction, click the Dispute Transaction link. Totals are for the account, not the selected cycle. Statement Approval You can easily approve your statement. Depending on your organization’s program setup, your organization may or may not require that all your transactions be approved or final-approved before you can approve your statement. Keep in mind that the totals listed are for the account, not the selected cycle. Instructions: Select the correct cycle from the Billing Cycle Close Date drop-down list. Click the Search button. Make sure you have the correct cycle. Click the Approve Statement button. A confirmation screen with the approval text unique to your organization displays on which you finalize your approval. Matching multiple transactions and orders at the same time Order Management In order management, your most common tasks will include: Creating a manual order, using a form that has been customized for your organization. Matching transactions to orders. You can match orders and transactions using the order management function, using the transaction management function, or the multiple order and transaction matching function. In this lesson, you will learn how to perform this task using the order management function. Tip! For information on matching orders to a transaction, refer to the Transaction Management lesson. Instructions: Specify allocation information for your order, if needed, by typing the number of allocations to add, clicking the Add button, and then specifying allocation information for your order. The last two sections are Comments and Match Tolerance. Instructions: Most organizations reserve one or more Comments fields for your program management office. You may, however, be able to add comments to your order. Your organization customized your Comments fields during program setup. Your A/OPC may have set up match tolerance parameters for your organization’s orders. For detailed information, refer to the WBT lesson and user guide. When you are done, click the Save and Create Order button. Tip! Once you create an order, you can select to copy the order to create a new one. The new order form populates with the same information for the original order. You can then edit the information to create and save a new order. Order Management

You can match orders and transaction in transaction management, in order management, or by using the matching multiple orders and transactions function. In this lesson, you will learn how to use the match multiple orders and transactions function. Instructions: Select the Order Management high-level task. Instructions: Select a date range for the order list and click the Search button. Select a date range for the transaction list and click Search. On the order list, select the order to match transactions to. On the transaction list, select each transaction to match to your selected order. Click the Match to Order button. Depending on how your program is set up, the transaction assumes the allocation of the order and is automatically approved. Once an order is fulfilled, then the order no longer displays on the order list. Once you match a transaction, then the transaction no longer displays on the transaction list. 43 Transaction Final-Approval
Depending on your program setup, cardholders may approve transactions by matching them to manual orders. Other managers (e.g., billing officials, approval managers) can then final-approve transactions. Some organizations require that the final-approver review any related information (e.g., the matched order) before final-approving a transaction. Instructions: On the transaction list, select the check box in the Select column for each transaction to approve. Click the Approve button. The Approval Status changes from Pending to Approved. Tip! Your organization may let users approve a group of transactions. Transaction Management

You can also approve a transaction from the transaction detail Summary tab. Instructions: On the transaction list, click the transaction’s date link. Review the detail on any of the tabs. On the Summary tab, click the Approve button. On the transaction list, the Approval Status changes from Pending to Approved. Tip! Keep in mind that you organization may require you to review related information (e.g., the matched order) before final-approving a transaction. For example, you can simply select the Matched Order tab to review the order data. Transaction Management

46 Managing Account Certification
If you are authorized, you can easily certify/approve a managing account. You must final-approve all transactions before you can certify/approve a managing account. Instructions: Select Managing Account List sub-task in the Transaction Management function. Search and select the managing account and cycle you want to certify/approve. Select the account’s check box in the Select column. Click the Certify button. A confirmation message with text unique to your organization displays that lets you finalize your certification or second-level approval. Tip! Some organizations use an Approve button instead of a Certify button. Also, depending on your organization’s program setup, your organization may certify/approve managing accounts at a different point in the monthly process (e.g., not tied to the transaction or account statement approval). 58 Purpose of the GPC Program
To provide a method for procurement and non-procurement personnel to purchase supplies which do not exceed the micro-purchase threshold of $3, for supplies/equipment and $2, for services. With DOC written appointment approval, purchases may exceed single micro-purchase thresholds, but by law cannot exceed $25,000. ($2,000 FOR SELECTED DPW CONSTRUCTION CARDHOLDERS ONLY!) The credit card program has not replaced the normal supply system. Cardholder’s are still required to check the supply system to determine if the government supply system can meet their requirements. Cardholder’s are required to contact the Directorate of Logistics (DOL) Customer Service Office, (270) , 6754 or 6777 for supply system information.

When signing in: select Continuous Learning Modules and then enter one of the three sign in options; CAC, AKO USER ID, OR SSN AND DOB. When filling out or updating profile, add personal information at top; Home Country; Security Clearance; Origin Airport Code – Nashville, TN.; Pay Plan; Pay Grade; Civilian Job Series; Enlisted MOS., Officer Branch, Intern - no. 70 Minimum Personnel Required for Unit/Activity GPC Credit Card Program
Prime Billing Official (BO) Must have one Alternate Billing Official (ABO) Cardholder (At least two cardholders preferred) There can only be one Prime BO per account. Prime BO’s are limited to no more than seven (7) cardholders per account. Currently, there is no limit on number of ABO’s Prime/Alternate Approving Officials can NOT be cardholder’s on the same accounts that they approve. IAW AR 715 – The Billing Official is recommended to be in the Cardholder’s supervisory chain of command.

71 Billing Officials are Financially Liable
Billing Officials are required to review their cardholder’s reconciled documentations. Please be advised that audits, inspections, and investigations of cardholder reconciled credit card files are the responsibility of the BO. Failure to do so may result in financial and disciplinary actions. NOTE: Please contact the DOC Credit Card Team if you need assistance. Approving Officials shall review their Cardholder Monthly Transactions and verify that all actions were mission essential. File Retention: In accordance with the DoD FMR, Vol 1, certified billing statements and supporting documents shall be retained for six years and three months after final payment. 72 Prime Billing Officials - Do NOT Leave Your Unit Without Cardholders
Cardholders must have a prime BO in order to have active accounts. If you are leaving your Duty Station as a prime BO, a new prime must be in place before you leave or we will be required to suspend all cardholders. Normally, Approving Officials are replaced and a request for a new or replacement request is processed to the DOC Credit Card Team. CARDHOLDER(S) MUST HAVE A PRIME APPROVING OFFICIAL FOR THEIR ACCOUNT TO REMAIN ACTIVE. Please contact the DOC Credit Card Team if the Approving Official is not going to be replaced, and/or leaves prior to a replacement being delegated the Approving Official authority.

73 Cardholders NO EXCEPTIONS ! ! ! ! ! !
Cardholders are individuals who are given delegation of authority by DOC to purchase essential mission related supplies and services with the GPC purchase card. The cardholder’s name is embossed on the GPC VISA credit card and no other individual is authorized to use the credit card or card number. NO EXCEPTIONS ! ! ! ! ! ! Cardholder’s are the only individuals authorized to use the GPC VISA Credit Card or card number. (GPC cards cannot be given to anybody else - this is a DOC function only) Units/Activities need to evaluate how many cardholders are needed to sustain their credit card purchasing ability if a cardholder is unavailable to process a purchase. Note: According to “DA” Standards as Approving Authority you cannot have more than seven cards holders signed to you . Cardholders shall maintain physical security of the card to preclude compromise. The card should never be surrendered unless it is going to be canceled. Recent events involving abuse with the GPC may result in credit checks for individuals who are card holders.

FACTS: Over 17 Million Americans Have Severe Disabilities Unemployment Near 70% for This Population The JWOD Program mandates that all Federal agencies are required to buy commodities and services furnished by not-for-profit agencies employing individuals trained under JWOD. JWOD Program products are mandatory to all federal entities, the government contracted with sources to supplies these items along with their normal supplies. When ordering from one of BPAs and the cardholder attempts to purchase an item that is a JWOD product, the source is to convert the item over to the JWOD product. Office products include, but are not limited to items such as: pens, pencils, markers, paper, binders, tape, envelopes, tapes, diskettes, anti-glare screens, ergonomic products, cleaning equipment and supplies, CD ROMS and related ADP supplies, remanufactured toner cartridges. Other products such as furniture are not mandatory for purchase under the BPA’s.

Rotate, Rotate, Rotate Micro-purchase laws and regulations governing the GPC visa credit card program requires that cardholders rotate merchants. Eagle Mart and BPA's do not have to be rotated. Please contact the DOC Credit Card Team if you are experiencing problems with rotating merchants.

89 Property Accountability
All personnel who are entrusted with acquisition of GOV property are responsible for its’ proper custody, safekeeping and accountability IAW DA SOP page 57 AFTER purchase, cardholder is required to attach hand receipt (HR) or property book record documentation to GPC worksheet. All non-expendable property for GPC purposes, is accountable. Items not accepted by PBO – items must be on HR 3161 or The HR must be attached to the GPC worksheet, FC Form 4256 4) Cardholders! To ensure separation of duties, Property Book Officers will Not be appointed as GPC cardholders or Billing Officials IAW DA SOP. It is highly recommended that Hand Receipt Holders not be appointed as GPC cardholders or BO, but waivers from DOC may be obtained for certain situations. Approving Officials are responsible to review cardholder accounts to ensure that property is hand receipted. AR 735-5, Policies and Procedures for Property Accountability NOTE: REVIEW PROCESS - WILL NEED TO SEE COPIES OF YOUR HAND-RECEIPT. If your purchase is over $ and accountable, the normal rule of thumb requires the item to be put on the property book! (Other items may fall under the $ category that are accountable and need to be placed on your property book).

90 Printing/Copying Services (No off-post printing authorized)
DAPS is MANDATORY SOURCE FOR ALL PRINTING The Federal Acquisition Regulation (FAR) Subpart 8.8 states that printing must be done by or through the Government Printing Office (GPO) (44 U.S.C. 501). FAR prohibits directly contracting commercial sources. Change of Command programs are a proper expenditure of mission dollars. Photos fine. Color and other expense items are not. Cardholders who go directly to commercial sources without DAPS authority will be held pecuniary liable for the cost of unauthorized printing. **NO printing authorized at Kinko’s, ABC printing, or any other printing merchants.** STOP!! THREE STEP PROCESS: First: Fill out DD 844 and process through Records Management Division, Bldg. 91 DOIM located at Post Office Building. for RMD is: Second: Take signed DD 844 form to DOIM, IPC Officer (Kristie Holt) Third: Take all paperwork to DAPS. Lamination, Enlargements or Pictures are NOT MANDATORY to DAPS. Only exceptions to the above printing/copying mandate, is if the cardholder is deployed to a site without a GPO facility and must have printed/copied materials immediately to sustain the integrity of the mission.

92 Take Manufacturer Rebates
Manufacturer Rebates are the property of the U.S. Government. Rebate checks shall be made out to the U.S.. Treasury and not individuals. If property is offered in lieu of a Rebate check, the property belongs to the U.S. Government. Cardholders are not authorized to use rebates for personal use. Rebate checks shall be submitted to the cardholder’s Comptroller or Resource Manager (RM)

93 ENSURE that Government Receives Credits or Cash For Returned Items, etc.
All credits shall be credited back to the cardholder’s credit card account. Each transaction shall be a complete document trail to the credit card account. No in-store credits to purchase items at a later date, no cash, etc. Cardholders are not authorized to accept credit for their personal use. Note - no gift cards allowed Please contact the DOC Credit Card Team if you are experiencing problems with merchants who will not issue a credit to your account and insist on in-store credit.

94 Proof of Purchase All purchases (whether over the counter, by fax, or the telephone) requires proof of purchase. If lost or not received you can contact the Merchant to obtain a copy or process a dispute, that you recognize the charge, but need a sales draft. If your still unable to obtain a sales receipt, contact the DOC Credit Card Team for a letter to the merchant. Cardholder’s are required to obtain an itemized receipt or packing slip as proof of purchase. If the itemized receipt or packing slip does not provide clearly what was purchased, it is the cardholder’s responsibility to clearly define those items/services. Example: Receipt indicates # $4.00 = $20.00 The cardholder should indicate on the worksheet, or transaction log in CARE, what is a #2104? Approving Officials are required to question cardholder’s on purchases that are not clearly defined.

Construction (build), alteration, or any changes to real property, repair of buildings (painting, carpeting, repair of stairway, concrete work etc). ** ONLY DPW cardholders are authorized to “hire” for installation of carpeting, flooring, plumbing, etc. Contact DPW Work Order Section ( ) for any construction work. “Construction” means construction, alteration, or repair (including dredging, excavating, and painting) of buildings, structures, or other real property. For purposes of this definition, the terms “buildings, structures, or other real property” include, but are not limited to, improvements of all types, such as bridges, dams, plants, highways, parkways, streets, subways, tunnels, sewers, mains, power lines, cemeteries, pumping stations, railways, airport facilities, terminals, docks, piers, wharves, ways, lighthouses, buoys, jetties, breakwaters, levees, canals, and channels. Construction does not include the manufacture, production, furnishing, construction, alteration, repair, processing, or assembling of vessels, aircraft, or other kinds of personal property.

Bottled water services: “Cardholders shall not purchase bottled water services with their GPC. Limited exception: This purchase is authorized if an agency has a report, from an outside water-testing agency, determining that drinking water is not available on the premises or that the drinking water currently provided or available on the premises is harmful if consumed.” The Fort Campbell local policy…if building has no potable water or fountains, user will contact DPW for a work order.

PURCHASES MADE FROM DIFFERENT VENDORS PURCHASES MADE ON DIFFERENT DAYS PURCHASES MADE BY DIFFERENT CARDHOLDERS NOTE: ONLY SELECTED DPW CARDHOLDERS ARE AUTHORIZED TO PROCESS CONSTRUCTION WORK. Excerpts from Office of the Assistant Secretary of Research, Development and Acquisition Memorandum, dated 03 October 1997 “Splitting generally involves the willful reduction of a requirement which could be purchased from the same merchant in an effort to keep the total price of the purchase below the cardholder’s single purchase threshold. To determine if a requirement was a split, one must determine what the “requirement” was at the time of the purchase. Typically, the known needs of a unit/activity by the cardholder at the time of the purchase constitutes the requirement. If a cardholder typically purchases items when (s)he becomes aware of a need, the requirement is considered the instant quantity (need). If, on the other hand, the cardholder typically waits to purchase, the requirement becomes the total needs received up to the point of ordering, regardless of what is being ordered and by whom. Splitting and other cardholder abuses threaten to undermine the benefits the Army is obtaining with the use of the card.”

100 Purchasing Process Steps
Step 1: Identify the purchase (s) needed. Step 2: Determine if purchase amount is within your approved limits. If no, stop and contact your billing official. Step 3: Screen mandatory sources (Supply/Eagle Mart/Mandatory BPA’s) Step 4: Do you have all the necessary approvals FOR THE PURCHASE, I.E., CAPR for computers. Step 5: Contact a Visa-accepting supplier. Step 6: Place your order. If your order is over the phone, be sure and write down description of item (s), quantity, unit price and total price to include shipping if applicable. Step 7: For phone orders, write down the name of the person with whom you have placed your order. Step 8: Request estimated delivery time. (Note: Purchases that are to be delivered within 30 days of placing the order.) Step 9: Provide the merchant with all pertinent information, I.E., Your name, phone number, shipping address, etc. Step 10: Give the merchant your credit card number, expiration date and tax exemption status. Step 11: Always request a receipt. Steps to assist cardholders.

Step 12: Complete cardholder worksheet and care transaction log. Ensure the following is attached to the worksheet: 1) Merchant receipt (clearly list item (s)/service Purchased) 2) CAPR, property accountability and other documentation to support purchase. Step 13: Cardholders approve transactions in Access as charges appear Step 14: Submit all supportive documentation to your BO at the end of the billing cycle. Step 15: Billing official reviews each cardholder’s charge in Access for approval and supportive documentation to ensure the cardholder has processed purchases appropriately. Step 16: Billing official attaches all cardholder worksheets, receipts, etc. to the Access. Payment processed form. Step 17: Billing official approves payment in Access AFTER THE 19th of each month. Cardholders are required to provide their Approving Officials with all receipts and documentation to support all purchases.
