Another fraction argued: 1."monitoring capabilities" was based on inaccurate information. 2.most of Unocal's exploitation activities were no longer located in the U.S. 3.Beijing allowed American oil companies to invest in China.

A new place to invest 3.Americans need not to feel nervous about.

7 7 Debate about “China Rising”: Economic- Related A trend that China has been replacing the United States as the most important market for all of East Asia Some US politicians considered this trend as China was using its economic clout to buy alliances in Southeast Asia. A Chinese newspaper agreed: 1.China's influence is increasing in the region 2.Definitely not China's policy to exclude the United States.

8 8 Debate about “China Rising”: Economic- Related The economic exclusion of the United States in East Asia is only the economic-driven process. 1.Chinese geographical advantage and 2.Cheap massive labor pool

China’s military buildup 3. China’s nuclear proliferation. . Conclusions

10 10 Debate about “China Rising”: Military- Related A former US military officer : The rise of new powers was often disruptive Given two examples of disruptive rising power in the history. In the 1800s, Germany and its rivalry with Great Britain resulted in World War I. In the 1930s the rise of Japan resulted in World War II He suggested that: bring China into the international system as a non- disruptive power it was a choice that up to China to choose between friend or enemy

11 11 Debate about “China Rising”: Military- Related A US scholar has different opinion about this historical fact. In the 1800s, Germany Rising 1.Several great powers were crowded onto a small European continent. 2.the United States peacefully rose to be a great power in a region far from other great powers. Choice of disruptive or not : Made by the dominant power at the same time. 1.Britain was the dominant naval power in the Western Hemisphere during the rise of the United States. 2.Britain transform a potential conflict into a strategic partnership

12 12 Debate about “ China Rising ” : Military- Related Pentagon officer has raised doubts about the China intention of the build-up because: no security threat could trouble China enough to prompt such a big military buildup. the buildup far surpassed anything that any of China's neighbors in Asia were doing or would be capable of doing. The US scholar has given an explanation The military buildup of China was due to the US suspicious military act.

13 13 Debate about “ China Rising ” : Military- Related some US politicians agreed that the China military buildup was partly due to the US military actions. But: the China ’ s military budget was unreasonably high. Between 2000 and 2005, China's defense spending had rise significantly and doubled to US$ 29.6 billion. suspected that China had spent more than it announced. A China official has a disagreement about the claim that China is among largest military budget in the world. the defense budget of the United States in 2004 was US$ 401.7 billion. China's defense expenditure (US$ 29.6 billion) of the year merely amounted to one-twentieth of that of the United States.

14 14 Debate about “ China Rising ” : Military- Related The former military officer expressed another worried about China ’ s proliferation of nuclear weapons. US President Bush agreed to lift a US ban on the sale of nuclear technology to India. the proposed U.S. sale appears to violate at least the spirit of the Nuclear Non-Proliferation Treaty (NPT).

15 15 Presentation Outline . Debate about “China Rising” Economic-Related: 1.China’s “economic invasion” 2.China’s intention to replace the US as a leading power in Asia region Military- Related: 1.Historical perspective on China Rising 2. China’s military buildup 3. China’s nuclear proliferation. . Conclusions

16 16 Conclusions It is needless to argue that China is rising. The challenge for China is to rise in an international manner. These rules, which are mostly and unilaterally set by Western power, make the challenge even greater for China.

17 17 Conclusions Regarding to China military threat, it have been exaggerated. Chinese leaders or citizen want no more war. The United States should have to self evaluated before criticizing China or other countries.
