Ebenso wie die WHO-Strategie „Gesundheit für Alle“ steht die Ottawa-Charta für eine Entwicklung in Richtung einer weiten Perspektive von Public Health mit einem umfassenden, positiven („ganzheitlichen“) und bevölkerungsbezogenen („kollektiven“) Gesundheitsbegriff.
Fundiertes Wissen im Sinne einer solchen weiten Perspektive ist eine – vielleicht sogar die – entscheidende der Gesundheitsförderung. Eine angemessene gesundheitswissenschaftliche Wissensbasis ist eine entscheidende Voraussetzung für die Stärkung bestehender und die Entwicklung neuer Gesundheitspotenziale.
